A former civil servant at the centre of allegations that a paedophile ring once operated in the heart of Westminster has been arrested.
The man, who cannot be named for legal reasons, was questioned earlier this year on suspicion of assaulting a boy in London in the late 1970s.
It is claimed that he was part of a ring that had links to top civil servants and public figures. He also allegedly visited the now notorious Elm Guest House, a VIP brothel in London.
The man’s alleged victim spoke to the Metropolitan Police earlier this year to say he was abused on several occasions, beginning when he was 12.
He told detectives the man first approached him at a London museum and enticed him back to his house. He went on to abuse him over two years.
The alleged victim also claimed the man introduced him to two others, who also abused him. All three men have been arrested and bailed until October while police inquiries continue.
The alleged victim described how his life spiralled out of control after the attacks, saying: ‘I was abused… when I was 12 and it happened on about ten to 15 occasions. I have lived with it for years. After this man abused me I spent time in care homes and later spent time in jail. I told police I was abused shortly after the attack and I have also told them on other occasions.
‘I have come forward now because I finally want justice and to move on with my life.’
Detectives investigating the suspected Westminster paedophile ring have said there were more allegations against prominent figures, but that they were not given the resources to pursue all lines of inquiry.
The Met is probing claims that the former Elm Guest House in Barnes was used as a VIP brothel. Disgraced former Liberal MP Cyril Smith, who died in 2010, was a regular there.
Former Home Secretary Leon Brittan, who died earlier this year, was alleged to have abused a young boy at the guest house – a claim Brittan’s family deny.
Police are also looking at claims that politicians abused – and even killed – children at Dolphin Square, a smart apartment block near Westminster.
In March, the Met referred 16 allegations of police corruption regarding child sex offences dating back to the 1970s to the police watchdog. The force did not comment on the former civil servant’s arrest.

NEW CACHE OF ABUSE FILES FOUND – THANKS TO THE MOS
A new cache of classified Government files on historic child abuse has been brought to light thanks to The Mail on Sunday.
A request by this newspaper forced the Home Office to trawl archives for correspondence that had been overlooked during previous searches for evidence of VIP paedophiles and alleged cover-ups at the highest level of government.
It led to the discovery of 21 previously buried documents covering topics such as ‘children being lured away from their parents’, ‘an anonymous MI5 officer convicted of sex offences’, ‘satanism’ and ‘access of police surgeons to alleged victims’.
A separate search of uncatalogued Cabinet Office records uncovered a shock letter showing an MI5 chief and top civil servant discussing the political damage caused by a Tory MP’s ‘penchant for small boys’.
Earlier this year, this newspaper revealed how the Cabinet Office repeatedly blocked the release of documents that proved Margaret Thatcher was told former Liberal MP Cyril Smith was a paedophile.
The revelations will fuel suspicions of a potential cover-up.
Jeremy Oppenheim, director of safeguarding at the Home Office, said in a letter to the independent reviewers of the material: ‘Following correspondence from [then Lib Dem MP] John Hemming and a subsequent enquiry from The Mail on Sunday, we have conducted some additional searches that were the subject of these enquiries.
‘These searches identified some unregistered Home Office papers held at the National Archives.’
