Introduction

According to Nazi official Hans Frank, Alois’s mother was employed as a housekeeper for a Jewish family and the 19 year old son of the family Leopold Frankenberger had fathered Alois. Hitler was reportedly a secretive person, he was a fierce opponent of the Vatican hierarchy, he is said to have used religion tactically as an instrument that could be useful for social engineering.

So this was a situation, I feel misused, for, for, for having been there and just to give a documentary what has been done, but not been allowed to cry out to the world what we have done behind closed doors. So you are bribed, you get more and more corrupt because they make a good contacts. You won’t know that those good contacts are lets say non-official, non-official covers or officially people working for Central Intelligence Agency or other American agencies. So you make friends, you think they are friends and, you cooperate with them, they try, they ask you ‘well could you do me this favor, could you do me that favor’ and, so your brain is more and more brainwashed through these guys. And your question was is this only the case with German journalists, no I think it is especially the case with British journalists because they have a much closer relationship, it is especially the case I with Israelis, of course with French journalists, for a part, not that big as with German or with British journalist. It is the case for Australian journalists, for journalists from New Zealand, from Taiwan, from well, there is, there is many countries. I did that but, it was an article that was published in the Frankfurter Allgemeine that originally came from the Bundesnachrichtendienst, from the German foreign intelligence agency. So do you really think that this is journalism, intelligence agencies writing articles“.

Oh yes, that article I, I have reprinted it partly in my book, that article was how Libya and, Colonel Muammar Gaddafi, how he secretly tried to build a poison gas factory, I think in Rabta was the name, yes. And I got all those information, it was a story that was printed worldwide two days later, but it I had no information on that, it was the intelligence agencies that wanted me to write this article. But this is not the way journalism should work that intelligence agencies, that they decide what is printed and what not“.

Well we have a, a rescue unit in Germany with helicopters for traffic accidents, it’s called, they call themselves the Yellow Angels. In Germany, the organisation has been described as a seditious totalitarian ‘psycho-terror’ group intent upon global domination, and engaged in money-laundering and financial crimes. German courts have recently upheld the official electronic surveillance of Scientology for reasons of national and internal security, and the protection of the state and its democracy. The Author has included this information not least in order to provide a context for the following observation. The ultra-secret (no longer) Black intelligence service of the Nazi International, based appropriately in Dachau, known by the initials DVD (for Deutsche Versicherungs Dienst or Deutsche Verteid-igungs Dienst, meaning either German Insurance (in the sense of insuring the future of Nazism) Service, or German Defence Service (with the same connotation) was, the Author discovered, hardly known about at all in Germany itself as late as September 2005. The Author’s exposure (in International Currency Review, Volume 30, Number 4, distributed in October 2005) of this organisation’s existence, and that the late Sir Edward Heath, the former British Prime Minister was a long-term Abwehr agent, may have changed this situation. DVD is basically the successor intelligence service to the Nazi Abwehr, and has served ever since as the ‘Black’ (hidden, wholly unaccountable) intelligence service of the continuing covert Nazi International. The DVD is not financed by German taxpayer funds, but the German Government (at Chancellor level) approves its actions. It is therefore by no means incongruous that the overt German structures should, for instance, have raised serious objections to the Satanic cult called Scientology and all its evil baggage, not least since Germans are by no means ignorant of the ghastly activities of Heinrich Himmler and his death scientists. In the United States, Scientology’s compound, located near Hemet, in California, has been labelled ‘armed and dangerous’. Just as there has been no true discontinuity of Soviet strategy – only a Leninist discontinuity, designed to confuse the West, to entice it to ‘converge’ with the East to collectivise security, and to disarm – so, since the First and Second World Wars, has there been no discontinuity of German strategy. It may be helpful to remind ourselves here of Anatoliy Golitsyn’s useful distinction between a policy and a strategy. He points out that whereas a policy is overt, a strategy contains within itself a hidden, secret dimension designed to ensure the strategy’s success. German plans for European hegemony can be traced back to the 19th century and were clearly understood by Western observers at least until the early 1950s. In an article entitled ‘The World Germanica’ published in the New York Herald Tribune dated 31st May 1940, Dorothy Thompson wrote: The Germans have a clear plan of what they intend to do in case of victory. I believe that I know the essential details of that plan. I have heard it from a sufficient number of important Germans to credit its authenticity…. Germany’s plan is to make a customs union of Europe, with complete financial and economic control centred on Berlin…. Territorial changes do not concern them, because there will be no Trance’ of ‘England’, except as language groups’1. In 1942, the actual blueprint of Hitler’s ‘European Union’ was published in the form of a compendium of papers presented by leading German industrialists, academics and officials under the stern direction of the Reichswirtschaftsminister und Prasident der Deutschen Bundesbank, Dr Walther Funk. The document was entitled ‘Europaische Wirtschaftsgemeinschaft’ (European Economic Community)2. Copies of this rare book survive, for instance, at the British Library, and at the Staatsbibliothek, Berlin. The policy issues covered by the Nazi compendium were largely the same as those contained in the modern European Union Collective’s Maastricht Treaty and its derivatives: a common European currency, a pan-European bank called ‘Europa Bank’ and thus a common monetary policy, a common agricultural policy, a common European industrial policy, a common employment policy, a common European transport policy, and a common European trading policy. As the Second World War progressed, the possibility of defeat occurred to the less blinkered among Hitler’s planners, prompting a Nazi decision to make secret preparations for a long-range plan to continue the prospectively lost war ‘by other means’ (politically). Indeed, precisely such a development was accurately predicted by the brilliant Dutch Ambassador to Washington, Dr Alexander Loudon, a man with a deep knowledge of German history, who observed in a radio address at the end of 1943: ‘The Germans will do exactly the same thing as they did in 1918. In case of defeat, the Nazis and the Gestapo will go underground in order to prepare for the next war’3. The ‘next war’ is indeed being waged fiercely today – ‘by other means’. In 1942, detailed planning was initiated in Berlin to establish a covert powerful Nazi International. Writing in the Hearst Press, Burnet Hershey, its foreign correspondent, reported in a despatch from Lisbon published on 25th January 1943 that he had observed an ‘influx of Nazi officials into Spain and Portugal’. Hershey wrote that ‘every talk I had with the Germans in Lisbon made that fact clearer. They may be defeated on the battlefield, as they were in 1918; but they expect to win again at the peace table as they did in 1919′. ‘Of course, they will sacrifice Hitler as they sacrificed the Kaiser; but the old gang- the generals, the big industrialists, the phoney professors of mis-education… will try to go underground again to lay the eggs for another war of German conquest’4. A year later, The New York Times’ correspondent, Harold Denny cabled in a despatch from Madrid that ‘heavy new increments of German agents have been pouring into Spain in recent days in an obvious effort by Germany to save what she can of a situation that has gone badly against her. A thousand Gestapo agents and other German representatives have appeared in Madrid alone in the past fortnight. Significant additions to the German population have been noted in other parts of Spain…. In Madrid, German spies swarm in the big hotels in such numbers that even casual visitors cannot help noticing them’5. On 13th April 1944, the New York Herald Tribune gave details of huge sums deposited by high Nazi officials and industrialists in American and neutral banks. And on 19th July 1944, the US Office of War Information reported that ‘Swiss bankers are alarmed about the huge sums transferred recently by Germans to Swiss and Portuguese banks…. They are of the opinion that these monies will serve one day to finance the resurrection of the Third Reich’6. Newsweek magazine further reported, on 19th October 1944, that, according to diplomatic advisers based in Buenos Aires, ‘German technicians and military experts are believed to be reaching the country incognito by devious routes’. And on 15th January 1945, Newsweek declared that ‘many of the men that Himmler sent to Spain and Argentina to carry out Nazi plans for postwar survival, carried passports under false names and later were reported dead in Germany. We have the barrister Michael Shrimpton who was, he was a barrister for many years, but he also was an officer for MI5. Now Michael Shrimpton has, I think it was put up about a year ago, and he is talking about Ted Heath who was the Prime Minister of this country and his boat, his sailing boat the Morning Cloud and, bringing children from places like Haut de la Garenne, taking them away on holiday, disabled children etc etc and, just being thrown overboard. Now this is what someone like Michael Shrimpton is coming out with. Now Michael Shrimpton was a good barrister and he was an MI5 officer, now nobody is questioning him, nobody is taking his video down, because what he is saying is true” (Bill Maloney).

I’m Michael Shrimpton my day job is barrister, I used to be an immigration judge many years ago, my other job is as an intelligence and national security consultant, I’ve just written my first major book ‘Spy Hunter’. We weren’t getting anywhere in the intelligence community, we were being blocked persistently and consistently in London and Washington and it seemed to me that only by bringing public pressure to bear on politicians could you actually get anywhere. It is extraordinarily frustrating, intelligence is about speaking truth to power, but if there’s nobody in power able to act on the intelligence then it’s a little bit pointless gathering it in the first place. There are people still alive who are still alive involved in the paedophile scandal, and I’m obviously not going to name them on a radio program. But the most prominent paedophile associated with the Savile ring was a man called Edward Heath, who you may recall was Prime Minister and, took us into the EUC. And Heath was recruited as something that Christopher Story published in 2005, something which was confirmed to me by General Obis? Markus Wolf of the DVD and the Stasi. Heath was recruited by the Germans in 1937, I’ve said this in ‘Spy Hunter’. Heath was into little boys and Savile was supplying them, a number of these boys were taken out of the Haut de la Garenne home in Jersey, Savile was taking children from a childrens home with support from German assets in Jersey. Remember the Germans used to run Jersey and, whenever the Germans overtake somewhere there’s always a stay behind intelligence organization. German assets didn’t pull out of Jersey in 45, only German troops marched out, though surrendered, the German intelligence operation in Jersey stayed on after 45. Jersey was very important to the Germans because of offshore financing, because we do a lot of our offshore financing through Jersey, the banking in Jersey is quite interesting. And, what was happening was that childrens homes in the Channel Islands, particularly Haut de la Garenne in Jersey, children were being taken from these homes, boys in the case of Edward Heath as he was gay and, a paedophile, were being taken onto his yacht the Morning Cloud. There were in fact several Morning Clouds but there was one in particular which won the Sydney Hobart yacht race which was eventually sunk in the English channel from memory. But it was the boat that was sunk on which most of the abuse took place, Savile was actually going out to, he went down to Jersey, he was actually taking boys, there was another man involved as well but, Savile himself took boys from the childrens home where he was a guest or welcome, onto the boat, so he was taking boys out onto Morning Cloud. Now since Heath was well known and, since the boys, we’re talking young men, depends how you define child, but as a lawyer one would define, normally we define children as under the age of 14, which is the age of criminal responsibility, they were about that age sadly. But they were old enough to know who were abusing them, it was quite clear in most cases they weren’t willing to be abused and, even if they were, at that age we don’t regard consent as informed consent, defined in America, in the United States I’m afraid as statutory rape. The boys were murdered and thrown off the boat, now a very courageous Jersey police officer who was aware of the paedophile rings, was aware that boys were being supplied to politicians and, key figures in Jersey, knowing that children had gone missing from the nursing home, there’s no dispute about that, the police in Jersey were aware that they had missing kiddies. Their theory which is quite perfectly reasonable theory was that they must be buried in the grounds, and I think if you look at the files you will see there was an attempt to find their remains by digging up the grounds. Was it Lenny Harper? It’s been some time since I have looked at the files on this, but if you told me it was Lenny Harper I wouldn’t dispute that for a moment, what I do know is this police officer was very competent, very courageous, because he was up against a cabinet office backed paedophile ring and, the investigation he was conducting was at some professional risk and, indeed I suspect his life was also at risk at one point. Because he was getting close to some very uncomfortable truths for certain people in the cabinet office, GO2 in London and, certain people in Jersey in the German network which is, even today there’s still a German network in the Channel Islands. His theory that the boys had been buried in the grounds of the nursing home is a perfectly reasonable one, a good copper, good theory, but wrong. The boys were in fact being taken to a boat, it happened to be Edward Heaths boat, or yacht and, they were murdered and thrown over board, so there’s no point sadly in looking for their graves, they don’t have any graves except the sea. That’s why the BBC and, the cabinet office have been so keen to protect Savile, that’s why the cabinet office in the 1980’s were willing to back Savile to the point of giving him a position of authority at Broodmoor which is an absolute, you know you don’t put a paedophile in charge of Broodmoor, it’s just like putting a lunatic in charge of the asylum or a drunk in charge of a brewery, or David Cameron in charge of a government, no offense intended. The cabinet secretary at the time, who thankfully is no longer with us, Hunt, was also a paedophile, was in on this, met Savile, now he was Catholic, met Savile, as did a very nice man the late Archbishop of Westminster Cardinal Basil Hume, Basil was not a paedophile, but knew Hunt and, had a shrewd idea, he wasn’t stupid, he had a shrewd idea of what had been going on and, I have no doubt was told to keep a lid on it. Hunt was in on it, so the cabinet secretary at the time was in on it, was aware of what was going on, was aware he had a Prime Minister who was involved not just in abusing young boys but was murdering them as well. It’s quite possible that there was a crew man on the yacht who did the actual murder, I’m not saying Edward Heath necessarily bashed the boys on the pogo and, tossed them overboard, he may have had somebody to do that for him but he was certainly guilty of murder under English law as an accessory or on a joint enterprise basis. The cabinet secretary of the day knew that we had a Prime Minister who was vulnerable to charges of murder at the Old Bailey, bit of a national security mess and, the cabinet secretary as you can well imagine was very keen to keep a tight lid on things. Hunt of course was working for the Germans and, was very keen on British membership of the EUC and, it was Hunt and, Heath between them who were responsible for Britain going into the EUC along with another German spy, exposed in ‘Spy Hunter’ called Tony Barber“. “If someone is inclined in that direction and, you can supply them with boys then you have a hold on them, or girls, there’s nothing worse for a politician than being exposed in the murder and, sexual abuse of young people and, if you’ve got a politician who is abusing and, killing young girls and boys, boys or girls, then you’ve got a hold on them, this has been a standard German intelligence tactic for decades“. “We’re the good guys, MI5 and, MI6 don’t do murder, obviously occasionally it’s necessarily to take people out but that is always done by independent contractors, we are the good guys” . “I am in favor of the British and, I’m certainly, count myself as a patriotic Englishman, I am a British man. Yes, but we are the good guys and, one of the reasons why we are the good guys is because we don’t approve of the killing children. We would never get British intelligence setting up a shooting like the Sandy Hook shooting in the United States which again was setup by the Germans via Mexico and, a bunch of crazy Mexican drug gangsters rolling up to a school and, shooting up the kiddies, it was just absolute nonsense, the British intelligence would never, never touch an operation like that with a barge pole“. “If a German, lets take the assassination of David Kelly, that was done by the GO2 which is the German operation in London and, you’ve got German assets inside Thames Valley police for example. Where you’ve got Brits working for the Germans then you, my view is you blame the Germans, you don’t blame the Brits, because the Germans are paying them or blackmailing them. Paedophilia is a, a wonderful means if you’re a hostile intelligence agency blackmailing politicians, the reason it’s particularly disgusting, quite aside from the element of sexual abuse and coercion and corruption of young people, that’s disgusting in and of itself. But what makes it particularly vile and, we saw this in the Madeleine McCann case and that’s why the Madeleine McCann case was so heart breaking and tragic, if the children are and, I’m afraid with paedophilia we sometimes have babies being abused but, if you’re not talking babies, if you’re talking toddlers who are able to recognize the people who are abusing them, since the people, there’s absolutely no point in doing it unless the politician is high profile, since you’re talking about people who are on television people who are high profile, you have to murder the children in order to protect your asset. So for the Germans it was essential that the boys who were taken onto the yacht there was a death ride, when Jimmy Savile was taking, lets say a 14 year old boy down to Morning Cloud, handing him over to Edward Heath or a member of the crew on the yacht it was a death ride, that was that boys last journey on Earth. Because there was no way in the world recognizing Edward Heath that he could be allowed back on shore. And Savile must have known this and, that’s partly why Savile was probably deeply into religion, you often find this in fact, that where people get involved in murder their consciouses start to eat at them and they suddenly turn to religion late in life, Savile, Savile certainly there were signs that he did that. The quite nice thing about human beings is we generally find murder very difficult, it’s a lot more difficult to do than you might think reading spy novels. He’s also, I’m sure Edward Heath, because you’ve got to murder the kiddies in order to protect your asset supplying of children to paedophile politicians is an extremely messy murderous dangerous business. The case of Madeleine McCann as I reveal in ‘Spy Hunter’, it was in my report to the joint intelligence committee which was put on the website disgracefully by the Daily Mirror a few years ago, in the case of Madeleine McCann she was going to be abused by a senior member of the European Commission in Brussels whos name is known to British intelligence, I can’t identify him in ‘Spy Hunter’ but I do know who it is and, there is no way Madeleine could ever be returned alive to her family because the danger would be that even at her tender age of 4 she would recognize him and know who was abusing her, so the Germans had to murder her and, they eventually did sadly in December 2008” (Michael Shrimpton, 2013).

I’ve never suggested Heath himself murdered any of the boys that he abused and, he was abusing boys down to about the age of 14, other people on the boat, on the crew, murdered the boys and, threw them overboard, their bodies weighted down by chains“. “This was taking place off, around, in the waters around the Channel Islands. The boys were picked up from Haut de la Garenne nursing home, sorry, children’s home in Jersey, which itself was an old Abwehr facility. There’s a strong connections between German intelligence and Haut de la Garenne, it was used by German intelligence in World War 2. Heath who was working for the Germans is taking boys on board Morning Cloud, particularly Morning Cloud 4, there was several Morning Clouds. They were brought to him by Jimmy Savile, Savile was running a paedophile ring with the protection of the cabinet office, partly because the cabinet secretary John Hunt was also a paedophile. Savile and other members of the ring were supplying boys to John Hunt the cabinet secretary and, Heath and, to other senior figures“. “When a friend of mine the late Vice Admiral Sir Louis Le Bailly was Director General of intelligence at the Ministry of Defence, this was still going on. The missing children and, for the importance of doubt, we’re talking about dozens of kids going missing, we’ve got, there’s no doubt that we’ve got missing kids. Savile and the accomplice take the kids against their will, probably, to, they may have offered them“. “His name has been made available to the police in Jersey and, it’s known to MI5. But I wouldn’t bother taking it to the police, the police in this country are not ever going to take child abuse seriously, not, not at this level, it’s way above the polices pay role. There’s no way any police force would be allowed to investigate Heath or Hunt or Savile“. “Look at the way Savile was protected by the police, Savile was protected by the police for years and, the reason he was protected by the police was because after 1964 police chief constables reported to the cabinet office. Mountbatten was working for the Germans like his father, remember Mountbatten’s real name is Von Battenberg, his father was an Austrian agent working for the imperial German secret service, he was outed by Naval Intelligence in 1914 and, forced to resign because of his links with German Intelligence, sadly there was, Loy George was also working for the Germans it wasn’t possible to prosecute him. But, Mountbatten is the man who tries to blackmail the Queen over the royal accent to the European communities act with compromising photographs of Princess Margaret putting her majesty in extraordinary difficult position, some listeners may have seen that marvelous movie about the bank job which is actually factually based“. “The German connection is by marriage, it’s through Sophia the Electress of Hanover, Sophia was the granddaughter of James the first. Sophia marries in to the royal house of Hanover and remember they’re not Germans they’re Hanoverians and, your Hanoverians are, your Hanoverian is actually very nice German“. “Prince Philip fought the fascists, Prince Philip risked his life, he was manning a search light platform on the battleship Valiant during the Battle of Matapan and, the search light, for anybody who understands naval, many of your listeners may not understand naval history. The search light platform was exposed, it wasn’t armored and, it was the first thing the Italians would be aiming at because it was a night battle. Valiant was the only ship in the battle, in the battle line that had ranging radar and, the Valiants role was very very important because of her radar, I don’t think Warspite had radar at the time and, the search light platform, the first thing the Italians were aiming at, at the Battle of Matapan, the Fiume, the Pola, the Zara, they were all homing in on the Valiant search light platform because the Valiant was illuminating the Italian targets for the battle fleet“. “German intelligence wasn’t shut down in 45 that’s the key to understanding the post war world, that’s why the world is such a mess. Now the McCanns, the McCanns were not involved in the disappearance of their daughter, it was a DVD paedophile ring. In the context of that investigation we came across a child snuff movie facility where they were murdering kids, after their views they get murdered in snuff movies, absolutely vile, disgusting, as bad as anything that was going on in the Third Reich. Straight out of, you know, the worst horror story you could imagine, just as bad as what they were doing at Auschwitz. These poor kids, the graves, the people were weeping at the NSA, they were absolutely in tears. Because they were seeing these pathetic tiny graves of these kids, they were mostly Algerian and Moroccan kids, they were teenage boys, but some were younger. But you could see by the size of the graves that these were kids and, some of them were quite young, because the graves are small and, these kids were being buried around this facility near Toledo. And I think from memory there were 50, there was about 50 graves on one facility only and, that was just one. Now we got that one shut down and, we shut down a paedophile ring in Madrid, I briefed Spanish intelligence. The CNI boys shut down one ring and, made a couple of middle ranking arrests but it’s like a seven headed Hydra, you cut one head off and, another head appears. I wouldn’t query a figure of tens of thousands. We know that hundreds of kids have gone missing out of one city alone, São Paulo. We know the Germans are bringing them across the Atlantic in one of their type, in their type 21 transport u-boats and, they still have this old fleet of u-boats that they use for transport. We know that the Jerry’s are bringing hundreds of kids across from São Paulo speaking Portuguese of course and, they were being brought in through Portugal and, that’s the Portuguese connection to Madeleine McCann. The ring was operating in Southern Portugal because it was mainly concentrating on Brazilian Portuguese speaking Brazilian kids who were being kidnapped in São Paulo, these are street kids that nobody would miss. And they were being fed into paedophile rings operating in Amsterdam, in the Hague, two rings in Brussels and, Paris“. “The kids in this country tended to be taken from children’s homes, the main source for kids for abuse in this country has been Labour run children’s homes or ex-German intelligence facilities in the Channel Islands, you know Haut de la Garenne. British police say they have been investigating former prime minister Edward Heath as part of an inquiry into historical child sex abuse allegations.

The allegations against the late former prime minister are part of Operation Midland, which was set up to deal with claims of murder by a Westminster pedophile ring that systematically abused children.

According to the British media, police has received a number of calls after issuing an appeal.

Four police officers are said to have been investigating the case.

Edward Heath is accused of having raped a 12-year old back in the 1970s, when he was in office.

The former Tory PM who died in 2005, is the most high profile figure to be accused of historical child sex abuse so far.

Meanwhile, the States of Jersey Police has announced that Edward Heath forms part of Operation Whistle – its investigation into historical allegations of abuse in Jersey.

A number of the claims within the overall probe relate to abuse “within institutions or by people of public prominence”, the Jersey force has been quoted as saying by the media.

The investigation includes 45 suspects – some of whom are dead or currently unidentified.

Edward Heath backed ­paedophile Jimmy Savile for a royal honour – two years after the previous Prime Minister warned the Queen against it, reports the Sunday People.

Savile was passed over for an MBE a month before the former Conservative leader moved into No10, the Sunday People can reveal.

But less than two years after Heath took office, the TV presenter – exposed after his death as a serial child-sex abuser – was awarded the HIGHER honour of an OBE.

Heath later appeared on Savile’s BBC TV show Jim’ll Fix It when it was one of the nation’s favourites.

We can also reveal that Heath, under investigation by seven police forces over child abuse claims, was present at more than half a dozen Westminster meetings of the notorious Paedophile Information Exchange.

The perverted group was formed to persuade politicians to lower the age of sexual consent to only ten.

The revelations raise fresh doubts over the character of Heath, who died aged 89 in 2005.

A source said: “While nothing has been proven against Heath, these sort of links show why the fullest possible investigation is necessary.

“The authorities must find out if there was any sinister reason for this apparent U-turn over honours to be awarded to Jimmy Savile.”

Government files show that in May 1970 the Labour Prime Minister Harold Wilson did “not wish to submit the name of Mr Jimmy Savile for an MBE in the Birthday List”.

Heath took office weeks later after a June General Election and stayed in power until 1974.

And records reveal how Savile was put forward for an OBE midway through Heath’s stint as PM.

The award was made in the New Year’s Honours List of 1972.

The words: “The Prime Minister would not wish to submit the name of Mr Jimmy Savile for an MBE in the Birthday List,” appeared in a heavily censored note to civil servant Sir William Armstrong dated May 5 1970, when Wilson was still in power.

The notes goes on: “He would, ­however, be ready to consider his name again for a future list.”

Savile, who died in 2011 aged 84, became a Sir in 1992 following ­repeated attempts by Margaret Thatcher to have him knighted.

The relationship between Savile and Heath is being probed by North Yorkshire Police.

The Yorkshire-born DJ had a home in Scarborough, North Yorks, where he is suspected of abusing ­children with local ice cream parlour boss Peter Jaconelli.

A picture published by the Sunday People in June showed Heath meeting 21-stone Jaconelli, who had become the ­resort’s mayor, at a civic ­reception in 1970.

Savile and Jaconelli are suspected of being ­involved in the abuse of 35 young ­victims as part of a paedophile ring operating in Scarborough.

Jaconelli, who died in 1999 aged 73 and is buried in the same cemetery as Savile, is feared to have ­escaped charges because of his links to the rich and powerful.

North Yorkshire Police said last week they were “undertaking a ­comprehensive search of force systems to ­assess if there is any ­information or intelligence held in relation to Mr Heath”.

A dossier of files compiled by former Labour minister Baroness Castle showed Heath was present at Westminster meetings ­with paedophile rights campaigners from the PIE group.

Heath is said to have attended at least a quarter of the 30 or so monthly or bi-weekly meetings.

His name is said to have appeared on minutes of the private gatherings, also apparently attended by other MPs, along with scoutmasters and headteachers.

But the Castle files have been ­missing since the mid 1980s.

The baroness, a former MP for Blackburn and Euro MP for Greater Manchester, died in 2002. It was claimed by Savile’s nephew Guy Marsden last week that a boy of 14 was abused by Heath at a London party.

The unnamed victim is said to have been targeted by the politician just over a year before he became Prime Minister after the boy was picked up by Savile.

The man claims he ­recognised his alleged abuser as Heath only when he saw the politician on TV several years later.

Earlier it was revealed a man had come forward to claim to police he had been abused by Heath at the age of 12 in a flat in Mayfair, central London, after he was picked up as a ­hitch-hiker when he ran away from home in 1961.

London’s Metropolitan Police said on Tuesday that it had been decided “there were no lines of inquiry that could proportionately be pursued” in relation to that rape allegation.

Heath’s supporters have been highly critical of the allegations being made against him. Former Tory MP Matthew Parris today slammed the “idiocy” surrounding the claims.

But Heath is the highest-profile figure to emerge in allegations of a VIP paedophile ring.

Britain’s police watchdog said today it will investigate whether allegations of child abuse levelled at Sir Edward Heath were ignored.

A senior detective has claimed that Wiltshire Police was told in the 1990s that the former Conservative prime minister may have been a paedophile.

The Independent Police Complaints Commission today said it is to investigate whether officers chose to ignore the claims about Sir Edward, who lived in Salisbury until he died in 2005 aged 89.

The IPCC will also probe claims that an alleged paedophile should have been prosecuted but had the case against him dropped when he threatened to expose Sir Edward.

A spokesman said: ‘It is alleged that a criminal prosecution was not pursued, when a person threatened to expose that Sir Edward Heath may have been involved in offences concerning children.

‘In addition to this allegation, the IPCC will examine whether Wiltshire Police subsequently took any steps to investigate these claims’.

The allegations made by the retired senior police officer is the first time the former prime minister has been linked to child abuse.

Scotland Yard is currently investigating whether a VIP paedophile ring involving politicians, civil servants and diplomats abused children on an industrial scale in the 1970s and 1980s.

Victims say they were abused during sex parties at the exclusive Dolphin Square development close to Westminster, where it is also alleged that several children were murdered.

There is no evidence that claims about Sir Edward are linked to this investigation.

A spokesperson for Wiltshire Police said: ‘Following the announcement today regarding an independent investigation by the IPCC into allegations concerning how Wiltshire Police handled an alleged claim of child sex abuse made in the 1990’s, we are carrying out enquiries to identify if there are any witnesses or victims who support the allegations of child sex abuse.

‘Sir Edward Heath as part of the allegations they are investigating and that he may have been involved in offences concerning children.

‘He lived in Salisbury for many years and we would like to hear from anyone who has any relevant information that may assist us in our enquiries or anyone who believes they may have been a victim.

‘Some people may never have spoken out about the abuse they have suffered but we would urge them to please contact us and to not suffer in silence’.

Sir Edward, who was prime minister for four turbulent years in the 1970s, never married and was famously reticent about his private life.

One biographer concluded that he may have been a latent or repressed homosexual while another thought he was ‘pretty well sexless’.

Away from politics he was noted for his enthusiasm for sailing and classical music.

Wiltshire Police and Crime Commissioner Angus Macpherson said: ‘Wiltshire Police referred the allegations to the Independent Police Complaints Commission, and advised my office of the referral.

‘The progress of this investigation has been monitored by my office at every stage and I am satisfied that the necessary momentum and engagement with the IPCC has been maintained by Wiltshire Police since the information was received.

The Independent Police Complaints Commission (IPCC) investigation centres on whether charges against a woman, accused of running a brothel, were not pursued when she threatened to expose Sir Edward – the highest-profile figure to be embroiled in historical child sex abuse allegations.

The IPCC is also examining whether Wiltshire Police ever subsequently took steps to probe the allegations against the man who was premier for four years from 1970.

The moves, ten years after his death aged 89, prompted renewed claims of an Establishment cover-up to protect VIP paedophiles. Labour MP Tom Watson revealed he handed information about Sir Edward to police three years ago.

‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently,’ he said.

‘I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

It is understood the cover-up claims stem from a case involving a woman accused of running a brothel. Sources close to the independent inquiry suggested the woman was charged in the 1990s but the case never reached trial.

JOURNALIST: ‘I WAS KICKED OUT OF THE COUNTRY FOR ASKING QUESTIONS’

An American reporter says she was kicked out of Britain after investigating claims of child abuse by Sir Edward.

Leah McGrath Goodman, from Newsweek magazine, was on Jersey investigating its tax-haven status when she heard claims of sexual abuse by senior politicians in 2011.

She told LBC Radio: ‘Ted Heath was one of the more prominent allegations. He enjoyed using his yacht, and would come to the island frequently. He would take children from care homes for a ride on the yacht and it was reported that some never came back.’ She also claimed that he went to a care home ‘frequented’ by Jimmy Savile, adding: ‘I know the police received reports.

‘I have looked into the records from the home. The children were loaned out. Sometimes they would come back – sometimes they would not.’

Miss Goodman says she was deported and banned for two years as a result of her investigation. But the UK Border Agency said the ban was unrelated to her work.

The age of the alleged victims, the location of any offences and whether they occurred in the 1990s or earlier was not clear, he added.

Labour MP John Mann said: ‘The police need to go where the evidence takes them … This scandal is much bigger than people realise.’

Rochdale MP Simon Danczuk, who exposed the late Sir Cyril Smith’s child sex crimes, said: ‘If we’ve learnt anything over the last two years, it is that no one can be above investigation and prosecution.’

Matt Baker, who works with Mr Danczuk, said he had spoken to another policeman who says he was told to stop investigating the allegations in the 1980s.

Sir Edward was one of the Establishment figures named in a paedophile dossier drawn up by late Labour peer Baroness Castle which she passed to Don Hale, editor of the Bury Messenger. Mr Hale has since revealed how Special Branch officers seized the file.

Yesterday he said: ‘When Barbara Castle came to see me in August 1984 … she had several cuttings about ex-PM Ted Heath including one about Heath offering weekend trips for boys from Jersey on his yacht. It was all tied in with her claims about the Westminster paedo ring.’

Frank Lockyer, Chief Superintendent of Police in charge of Salisbury for 16 years before retiring in 1985, said: ‘I knew Edward Heath very well. I saw nothing whatsoever at any time to suggest it [involvement in child sex abuse]’.

Throughout his parliamentary years and even since his death ten years ago, Sir Edward Heath’s sexuality has been one of those intriguing, thorny topics that refuses to go away.

Was the former Tory Prime Minister, who died unmarried aged 89 and showed no interest in women, secretly gay? Was he perhaps asexual? Or was his legendary grumpiness due to him bottling up his homosexuality to protect his elevated political ambitions in less-enlightened times?

Among all the theories, rumours, and unsubstantiated allegations, there is one thing of which Heath has never been accused: paedophilia.

Although his passions for ocean-going yacht racing and giving classical organ recitals became part of the fabric of public life during his 51 years in Parliament, he never expressed a passion for a lover – of either sex.

Talk of early romance and possible marriage – about which more later – was generally assumed to be a deliberate attempt to downplay his ‘confirmed bachelor’ image and make Heath appear more normal, and thus suitable to be our national leader.

Only once has something apparently concrete about his sexuality emerged. This was just a few months before his death when two old friends (both gay) arrived for pre-Christmas drinks at Arundells, his 14th century home in the shadow of Salisbury Cathedral where the drawing room was filled with paintings and sculptures as well as music and yachting memorabilia.

The friends, interior designer Derek Frost who had worked for Heath, and Jeremy Norman who runs the Soho Gyms chain, were surprised to be greeted at the door by a young, educated, oriental man who was comfortably close enough to the rather enfeebled Heath to join in the conversation as a friend.

Just who the young man was, or the extent of the relationship was never explained, and the room where they sat, including Heath’s beloved grand piano, is now part of a museum dedicated to his life.

To Norman, who knew the former Prime Minister for 20 years, it fuelled his belief that his artistically-inclined politician friend was a ‘deeply closeted’ homosexual who spent his entire career hiding the fact that he was gay. He believes the young man was a secret boyfriend.

‘He (Heath) was clearly not rampantly heterosexual and given that he was ambitious it seems likely that he had decided early in life to sublimate his sexuality to his political ambitions,’ wrote Norman in his privately-published autobiography No Make Up, Straight Tales From A Queer Life.

This testimony apart, the fact is Ted Heath never displayed the slightest interest in men or women – certainly not as sexual partners. Both of his biographers, John Campbell and Philip Ziegler, believe he was effectively asexual – probably too selfish to share his life with another person.

Campbell, whose book was published in 1993, found zero evidence that Heath was gay.

‘It’s not impossible that he is a latent or repressed homosexual,’ is his view. ‘The alternatives are that he is a repressed heterosexual or that he is simply asexual.’

Ziegler, who has also written noted biographies on Edward VIII and Earl Mountbatten, and was given access to Heath’s papers, regards him as ‘pretty well sexless’. He told the Mail: ‘I have come across no evidence remotely plausible suggesting that he ever had intercourse with anyone, male or female.’

Heath’s hatred of Margaret Thatcher, for snatching from him in 1975 the leadership of the Conservative Party that he had held for ten years, was one passion that consumed him and it definitely never subsided – earning him the nickname ‘The Incredible Sulk’.

Another close observer, Michael McManus, author of Tory Pride And Prejudice, a history of the Conservative Party’s relationship with the gay movement, and who worked for Heath for five years until 2000, believes Heath made the ultimate sacrifice.

‘He was a gay man who sacrificed his personal life to his political career, exercising iron self-control and living a celibate existence as he climbed the “greasy pole” of preferment,’ is his view.

‘This is the obvious default explanation for Heath’s bachelor status, bouts of narcissism and notorious prickly relationship with women.’

In 2007, Brian Coleman, a senior Tory member of the London Assembly who was then one of the party’s most prominent gay politicians, wrote in the New Statesman magazine that Heath had once been warned by police — who were vetting him for membership of the Privy Council — to stop ‘cottaging’ (going to public places) for gay sex.

‘The late Ted Heath managed to obtain the highest office of state after he was supposedly advised to cease his cottaging activities in the Fifties,’ said Coleman, alleging that the incident was ‘common knowledge’ in Tory circles. However, he was unable to produce evidence to back up his assertion.

And party colleagues disputed his version of events.

There was, however, one intriguing response – from the former Tory MP and now Times columnist Matthew Parris. In a column written shortly afterwards, he recalled how ‘as a young MP, [when] I escorted his car into my constituency, leather-jacketed on my motorbike, I used to notice the twinkle in Ted’s eye.’

Yet Parris concluded the talk of ‘cottaging’ was almost certainly false, since ‘like many of his generation, Heath would have been super-discreet in his private affairs.

‘If there ever was love or sex in his life, he would have been very, very careful that he could count on the complete discretion of the other person’, he wrote.

But there were women, apparently, though only two – one early in life, the other much later – to whom the adjective ‘girlfriend’ came to be applied.

One was Kay Raven, a girl from his boyhood in Kent, when he was known as Teddy.

She and Heath exchanged letters for years, including the Second World War in which he ended up as a temporary major commanding an artillery battery in Europe, for which he received a mention in dispatches in 1945.

The story is that she became tired of waiting for him to make up his mind until, in 1950, she wrote to him to say she had met an RAF officer and was going to marry him.

Heath, in his memoirs, confined the end of the relationship to a single paragraph, explaining that after the war he was too busy establishing a career (he became a civil servant) and had ‘perhaps… taken too much for granted.’

But he didn’t forget her, it seems. Interviewed on TV in 1998 by the tenacious Michael Cockerell, Heath admitted that he had kept her photograph in his flat for many years afterwards. Pointedly, he didn’t say he still had it.

The only other woman linked with Heath was the Cornish-born concert pianist, the late Dame Moura Lympany, who became a friend in the years after her second divorce.

Their link, of course, was the piano, and everyone understood their friendship to be platonic, but during Heath’s brief and strike-troubled premiership she was approached by Tory grandee Sir Tufton Beamish, who said to her: ‘Moura, Ted must get married. Will you marry him?’

She said she would, but time passed and Heath never popped the question.

As Dame Moura told Cockerell in the same profile of the ex-prime minister, the most intimate thing he had ever done was ‘put his arm around my shoulder’.

Rumours about Heath’s sexuality had been circulating since before he held high office.

With Heath in his fifties and still stoically unmarried, a Czech defector, Josef Frolik, claimed in a memoir that his country’s secret services had mounted a homosexual sting against the rose-loving bachelor who had just become Tory leader in 1965.

The plot involved a handsome organ virtuoso schooled in homosexual seduction who had been sent to London to meet Heath, inveigling him sexually in order to blackmail him.

It was a good story, all that it lacked was evidence.

Some believed the tale had been invented and put around by Right-wing Tories anxious to undermine the centrist Heath.

For his part, Heath never discussed his sexuality. To many, his refusal to deny being gay suggests that he must have been.

Yet to those around him, he simply showed no interest in life’s physical pleasures, suggesting he was asexual.

Until now, beyond being a juicy vehicle for titillating gossip, the sexuality of Sir Edward Heath hasn’t really mattered at all.

The dreaded word ‘paedophile’ risks changing all that.

WHAT IS THE POLICE WATCHDOG LOOKING AT?

The Independent Police Complaints Commission will consider whether Wiltshire Police failed to properly investigate child sex abuse claims against Sir Edward Heath.

A retired senior officer claims that a woman accused of running a brothel should have been prosecuted in the 1990s.

He claims that when the suspect alleged that Sir Edward was involved in child sex offences, and she planned to expose him, officers then dropped the case against her.

As well as investigating this allegation, the IPCC will look into whether the claims about Sir Edward were ever looked at by the Wiltshire force.

However, it will not examine whether the claims aimed at Sir Edward were credible.

Scotland Yard may have been investigating Sir Edward Heath since last year as part its inquiry into the Westminster VIP paedophile ring, it was revealed today.

Detectives want to know if former prime minister was part of a group of MPs, diplomats and civil servants who abused vulnerable children in the 1970s and 1980s.

It came as police revealed that several more alleged victims have said they were abused by Sir Edward.

Wiltshire Police said the force and the NSPCC have received a number of calls following appeals for information yesterday and urged more people to come forward.

Sir Edward is now the most famous name being probed by Scotland Yard’s Operation Midland investigation.

It centres on sex parties held in flats at the Dolphin Square development in Pimlico and the Elm Guest House in west London.

Survivors have claimed over two decades VIPs were free to torture and rape them and one whistleblower believes at least two children were murdered.

It came as Sir Edward was today accused of raping a 12-year-old runaway at his Mayfair flat in 1961 while he was a rising star of the Tory party.

Yesterday Wiltshire Police were told they faced a corruption investigation into whether they drooped the prosecution of a brothel madam after she threatened to expose Heath in the 1990s.

Friends of Sir Edward today said they believe he is the victim of ‘smears’ by police who for the first time yesterday named him as an alleged sex offender ten years after his death.

A 65-year-old man claimed today Sir Edward picked him up as a 12-year-old while hitching for a lift after running away from home.

He says he was walking along the A2 in north Kent in 1961 when the former prime minister slowed down and asked if he wanted to stay at his flat in Mayfair.

It was only four years later he recognised Sir Edward as his alleged abuser when he saw a photo of him in the paper sharing a joke with Margaret Thatcher and Tory peer Dame Pat Hornsby Smith.

He claims two months after the alleged attack he went to the authorities who dismissed him as a ‘fantasist’ and a ‘liar’.

It also emerged today Sir Edward is being investigated by Scotland Yard as part of Operation Midland, an inquiry into claims a VIP paedophile ring operated in the 1970s and 1980s,

The man, who cannot be named, spoke out after it was revealed police are being investigated over sensational claims they covered up separate child sex allegations against the former Tory leader.

It is understood the cover-up claims stem from a case involving a woman accused of running a brothel. Sources close to the independent inquiry suggested the woman was charged but the case never reached trial.

The suggestion is that the woman escaped justice by threatening to ‘out’ Sir Edward during public proceedings – but the case fell apart ‘mysteriously’. Investigators want to know whether there was a direct link between the collapse of the prosecution and child sex allegations made against the ex-PM.

The alleged rape victim who came forward last night claims he was abused by his father and his paedophile friends.

He says after the alleged attack by Sir Edward he spiralled into depression and became a rent boy.

Recalling the alleged attack, the man told the Daily Mirror: ‘I think it was about August 1961 when I ran away again….I decided to hitch a lift.

‘I stuck my thumb out as I walked….when a car pulled up and the window was lowered and the driver asked me where I was going. I told him the West End (of London) and he told me to get in the car.

‘He was asking me why I was on my own and I told him I wanted to have time on my own and that I came to London on my own a lot and my mum wasn’t worried.’

The man added: ‘He asked me if I had somewhere to stay to which I replied in the negative. He said if I wanted to I could stay at his place for the night.

‘I was grateful and accepted but knew that he hadn’t asked out of generosity and that I would have to pay, probably with my body but it didn’t bother me, as I had been using my body for over five years now and it was almost second nature.’

After his account was apparently rejected by social workers and police, he told his mother about his claims in 1965 after seeing Sir Edward in the paper.

He told: ‘The man in this picture raped me, mum’.

The stretch of road where the man claims he was picked up by Sir Edward was on the A2 in north Kent, close to the former Tory leader’s Bexley constituency.

It is also thought to be around two miles from where the former Tory MP was allegedly warned by police in the 1950s to stop ‘cottaging’ (going to public places) for gay sex.

The account is detailed in letters to the man’s solicitors. Scotland Yard has been informed of the allegations and detectives reportedly plan to interview the man.

His claims came as it emerged yesterday police are being investigated over sensational claims they covered up child sex allegations against Sir Edward Heath.

The probe was launched after a retired ‘very senior’ officer raised concerns that a criminal trial was derailed in the 1990s to protect the former Tory leader.

As a result, it is alleged, he was never interviewed by police – let alone arrested – and his home was not searched.

Last night, in a bizarre televised scene, a senior Wiltshire Police officer stood outside Sir Edward’s former home and urged victims not ‘to suffer in silence’ and to contact them if they had been abused by the politician.

Sources described the whistleblower, who reached chief officer rank, as a man of high integrity whose testimony is being treated ‘very seriously’. Last night, a retired senior Wiltshire Police officer said he was sure the allegations made by his former colleague were true.

The officer, who was at the heart of some of the force’s most sensitive inquiries in the 1990s, told the Daily Mail: ‘I have no doubt that the allegation that a prosecution was stopped in suspicious circumstances, because of a potential link to Sir Edward, is true.’

The Independent Police Complaints Commission (IPCC) investigation centres on whether charges against a woman, accused of running a brothel, were not pursued when she threatened to expose Sir Edward – the highest-profile figure to be embroiled in historical child sex abuse allegations.

The IPCC is also examining whether Wiltshire Police ever subsequently took steps to probe the allegations against the man who was premier for four years from 1970.

The moves, ten years after his death at the age of 89, prompted renewed claims of an Establishment cover up to protect VIP paedophiles.

It is understood the cover-up claims step from a case involving a woman accused of running a brothel. Sources close to the independent inquiry suggested the woman was charged but the case never reached trial.

The suggestion is that the woman escaped justice by threatening to ‘out’ Sir Edward during public proceedings – but the case fell apart ‘mysteriously’.

Investigators want to know whether there was a direct link between the collapse of the prosecution and child sex allegations made against the ex-PM.

Wiltshire Police admitted that Sir Edward, who never married, was not interviewed over the claims. The force said detectives were now ‘carrying out inquiries to identify if there are any witnesses or victims who support the allegations of child sex abuse’. A spokesman confirmed Sir Edward has been ‘named in relation to offences concerning children’.

Sir Edward, who died in July 2005, was famously reticent about his private life – and hsi friends and supporters say they are sure he did not carry out the alleged sex crimes.

The Sir Edward Heath Charitable Foundation said: ‘We welcome the investigation by Wiltshire Police, which we wholeheartedly believe will clear Sir Edward’s name and we will co-operate fully with the police in their inquiries.’

Former Conservative MP Brian Binley, who worked in Sir Edward’s office for a period of time, told BBC Radio 4’s Today programme: ‘I find it very difficult to believe from the Ted Heath that I knew.

‘I was attached for a short time for private office – I wasn’t there very long but I did get to know him a little bit – and I would be very, very surprised indeed if there is any substance to these allegations concerning a man whose private life was very controlled, and I doubt whether he’d place himself in such a vulnerable position with the sort of people who are said to have made these accusations.’

Mr Binley also questioned why the retired senior police officer had not come forward sooner with the claims, adding: ‘We must remember that Ted Heath was never even questioned about these allegations and it might be that the police at the time felt that the allegations were so unreliable as to dismiss them – as they do, of course, with many allegations made.

‘But I think we’ve got to be very careful indeed. But I repeat – why didn’t these very senior police officers raise this matter then? Why didn’t they talk to Edward Heath? And why, and I understand one of the cases was reported in the Met, why isn’t the Met being reviewed, why is it just Wiltshire Police?

‘There are many unanswered questions here. We must be very careful. It’s easy to smear people not around.’

July 2005: SIr Edward Heath dies at his home in Salisbury of pneumonia. He was cremated on July 25 at a funeral service attended by 1,500 people.

2012: Labour MP Tom Watson, who has helped expose claims of an Establishment cover-up to protect VIP paedophiles, says he was approached with allegations about Sir Edward.

He claims to have handed them to police, but it is unclear what officers did with that information.

He said: ‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently. I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

August 3, 2015: The Independent Police Complaints Commission announces that child sex allegations involving Sir Edward Heath are at the centre of a police corruption investigation.

Watchdogs named the late Prime Minister as they announced Wiltshire Police is being probed over its response to an alleged abuse claim made in the 1990s. The force appealed for potential victims to come forward.

Sir Edward, who was PM for four years in the 1970s, is the highest-profile figure to be embroiled in historic abuse allegations against prominent figures.

Throughout his parliamentary years and even since his death ten years ago, Sir Edward Heath’s sexuality has been one of those intriguing, thorny topics that refuses to go away.

Was the former Tory Prime Minister, who died unmarried aged 89 and showed no interest in women, secretly gay? Was he perhaps asexual? Or was his legendary grumpiness due to him bottling up his homosexuality to protect his elevated political ambitions in less-enlightened times?

Among all the theories, rumours, and unsubstantiated allegations, there is one thing of which Heath has never been accused: paedophilia.

Although his passions for ocean-going yacht racing and giving classical organ recitals became part of the fabric of public life during his 51 years in Parliament, he never expressed a passion for a lover – of either sex.

Talk of early romance and possible marriage – about which more later – was generally assumed to be a deliberate attempt to downplay his ‘confirmed bachelor’ image and make Heath appear more normal, and thus suitable to be our national leader.

Only once has something apparently concrete about his sexuality emerged. This was just a few months before his death when two old friends (both gay) arrived for pre-Christmas drinks at Arundells, his 14th century home in the shadow of Salisbury Cathedral where the drawing room was filled with paintings and sculptures as well as music and yachting memorabilia.

The friends, interior designer Derek Frost who had worked for Heath, and Jeremy Norman who runs the Soho Gyms chain, were surprised to be greeted at the door by a young, educated, oriental man who was comfortably close enough to the rather enfeebled Heath to join in the conversation as a friend.

Just who the young man was, or the extent of the relationship was never explained, and the room where they sat, including Heath’s beloved grand piano, is now part of a museum dedicated to his life.

To Norman, who knew the former Prime Minister for 20 years, it fuelled his belief that his artistically-inclined politician friend was a ‘deeply closeted’ homosexual who spent his entire career hiding the fact that he was gay. He believes the young man was a secret boyfriend.

‘He (Heath) was clearly not rampantly heterosexual and given that he was ambitious it seems likely that he had decided early in life to sublimate his sexuality to his political ambitions,’ wrote Norman in his privately-published autobiography No Make Up, Straight Tales From A Queer Life.

This testimony apart, the fact is Ted Heath never displayed the slightest interest in men or women – certainly not as sexual partners. Both of his biographers, John Campbell and Philip Ziegler, believe he was effectively asexual – probably too selfish to share his life with another person.

Campbell, whose book was published in 1993, found zero evidence that Heath was gay.

‘It’s not impossible that he is a latent or repressed homosexual,’ is his view. ‘The alternatives are that he is a repressed heterosexual or that he is simply asexual.’

Ziegler, who has also written noted biographies on Edward VIII and Earl Mountbatten, and was given access to Heath’s papers, regards him as ‘pretty well sexless’. He told the Mail: ‘I have come across no evidence remotely plausible suggesting that he ever had intercourse with anyone, male or female.’

Heath’s hatred of Margaret Thatcher, for snatching from him in 1975 the leadership of the Conservative Party that he had held for ten years, was one passion that consumed him and it definitely never subsided – earning him the nickname ‘The Incredible Sulk’.

Another close observer, Michael McManus, author of Tory Pride And Prejudice, a history of the Conservative Party’s relationship with the gay movement, and who worked for Heath for five years until 2000, believes Heath made the ultimate sacrifice.

‘He was a gay man who sacrificed his personal life to his political career, exercising iron self-control and living a celibate existence as he climbed the ‘greasy pole’ of preferment,’ is his view.

‘This is the obvious default explanation for Heath’s bachelor status, bouts of narcissism and notorious prickly relationship with women.’

In 2007, Brian Coleman, a senior Tory member of the London Assembly who was then one of the party’s most prominent gay politicians, wrote in the New Statesman magazine that Heath had once been warned by police — who were vetting him for membership of the Privy Council — to stop ‘cottaging’ (going to public places) for gay sex.

‘The late Ted Heath managed to obtain the highest office of state after he was supposedly advised to cease his cottaging activities in the Fifties,’ said Coleman, alleging that the incident was ‘common knowledge’ in Tory circles. However, he was unable to produce evidence to back up his assertion.

And party colleagues disputed his version of events.

There was, however, one intriguing response – from the former Tory MP and now Times columnist Matthew Parris. In a column written shortly afterwards, he recalled how ‘as a young MP, [when] I escorted his car into my constituency, leather-jacketed on my motorbike, I used to notice the twinkle in Ted’s eye.’

Yet Parris concluded the talk of ‘cottaging’ was almost certainly false, since ‘like many of his generation, Heath would have been super-discreet in his private affairs.

‘If there ever was love or sex in his life, he would have been very, very careful that he could count on the complete discretion of the other person’, he wrote.

But there were women, apparently, though only two – one early in life, the other much later – to whom the adjective ‘girlfriend’ came to be applied.

One was Kay Raven, a girl from his boyhood in Kent, when he was known as Teddy.

She and Heath exchanged letters for years, including the Second World War in which he ended up as a temporary major commanding an artillery battery in Europe, for which he received a mention in dispatches in 1945.

The story is that she became tired of waiting for him to make up his mind until, in 1950, she wrote to him to say she had met an RAF officer and was going to marry him.

Heath, in his memoirs, confined the end of the relationship to a single paragraph, explaining that after the war he was too busy establishing a career (he became a civil servant) and had ‘perhaps… taken too much for granted.’

But he didn’t forget her, it seems. Interviewed on TV in 1998 by the tenacious Michael Cockerell, Heath admitted that he had kept her photograph in his flat for many years afterwards. Pointedly, he didn’t say he still had it.

The only other woman linked with Heath was the Cornish-born concert pianist, the late Dame Moura Lympany, who became a friend in the years after her second divorce.

Their link, of course, was the piano, and everyone understood their friendship to be platonic, but during Heath’s brief and strike-troubled premiership she was approached by Tory grandee Sir Tufton Beamish, who said to her: ‘Moura, Ted must get married. Will you marry him?’

She said she would, but time passed and Heath never popped the question.

As Dame Moura told Cockerell in the same profile of the ex-prime minister, the most intimate thing he had ever done was ‘put his arm around my shoulder’.

Rumours about Heath’s sexuality had been circulating since before he held high office.

With Heath in his fifties and still stoically unmarried, a Czech defector, Josef Frolik, claimed in a memoir that his country’s secret services had mounted a homosexual sting against the rose-loving bachelor who had just become Tory leader in 1965.

The plot involved a handsome organ virtuoso schooled in homosexual seduction who had been sent to London to meet Heath, inveigling him sexually in order to blackmail him.

It was a good story, all that it lacked was evidence.

Some believed the tale had been invented and put around by Right-wing Tories anxious to undermine the centrist Heath.

For his part, Heath never discussed his sexuality. To many, his refusal to deny being gay suggests that he must have been.

Yet to those around him, he simply showed no interest in life’s physical pleasures, suggesting he was asexual.

Until now, beyond being a juicy vehicle for titillating gossip, the sexuality of Sir Edward Heath hasn’t really mattered at all.

The dreaded word ‘paedophile’ risks changing all that.

WHAT IS THE POLICE WATCHDOG LOOKING AT?

An American reporter says she was kicked out of Britain after investigating claims of child abuse by Sir Edward.

Leah McGrath Goodman, from Newsweek magazine, was on Jersey investigating its tax-haven status when she heard claims of sexual abuse by senior politicians in 2011.

She told LBC Radio: ‘Ted Heath was one of the more prominent allegations. He enjoyed using his yacht, and would come to the island frequently. He would take children from care homes for a ride on the yacht and it was reported that some never came back.’ She also claimed that he went to a care home ‘frequented’ by Jimmy Savile, adding: ‘I know the police received reports.

‘I have looked into the records from the home. The children were loaned out. Sometimes they would come back – sometimes they would not.’

Miss Goodman says she was deported and banned for two years as a result of her investigation. But the UK Border Agency said the ban was unrelated to her work.

Police yesterday made an extraordinary appeal asking the public if they were abused by Sir Edward Heath.

Despite no previous paeodphile claims against the former prime minister in the past Wiltshire Police gave an appeal outside his Salisbury home yesterday.

Speaking outside Sir Edward’s former home in the shadow of the city’s Cathedral, Superintendent Sean Memory, pictured, said: ‘This is an appeal for victims in particular if you have been the victim of any crime from Sir Ted Heath or any historical sexual offence, or you are a witness or you have any information about this, then please come forward.

‘We are working closely with the NSPCC. I have a number of staff trained to deal with sexual offences waiting for any calls that come forward.

‘Any calls that we do receive will be treated with the utmost confidence.’

A brothel madam who threatened to expose Sir Edward Heath as a paedophile in the 1990s has been revealed as a Filipino grandmother.

Myra Ling Ling Forde, operated a brothel out of her home in Salisbury, Wiltshire, just one mile from where the former prime minister lived after leaving office.

Now it has been alleged that in the early 1990s, she had a prosecution against her dropped after she threaten to expose Sir Edward as a sex abuser, according to the Telegraph.

Sources close to the investigation told the newspaper that Forde was the one who made the original allegations against Sir Edward.

Despite claims that she had used threats against Sir Edward to avoid prosecution in the early 1990s, she was successfully convicted in 1995 of running a brothel full of underage girls from her Salisbury property.

Speaking today, Forde’s sister Mia Pablico told the Telegraph’s Martin Evans that she ‘knew a lot of politicians’.

When asked if she ever mentioned the name Ted Heath, she said: ‘That’s not for me to say. You’d have to ask her.

Former Prime Minister Sir Edward Heath is now being probed by five different police forces as more alleged victims continue to come forward with sexual abuse claims.

Kent and Hampshire Police this afternoon became the latest forces to reveal they are probing Sir Edward after an alleged victim came forward to claim that the politician had assaulted them in the 1960s.

A spokesman for the Kent force said: ‘We have today received a report of a sexual assault having been committed in east Kent in the 1960s.

‘The victim has named Sir Edward Heath in connection with the allegation. Detectives are making initial inquiries and will obtain a full account from the victim. The report has been notified as part of Operation Hydrant.’

It comes after Wiltshire Police confirmed that the force and the NSPCC had received a number of calls about the alleged abuse after launching an appeal yesterday.

In a press conference, Wiltshire Police urged victims not ‘to suffer in silence’ amid claims that allegations against Heath were not pursued by the force in the 1990s.

Earlier today, Jersey Police also revealed Sir Edward is one of at least 13 ‘well known’ politicians, celebrities and sports stars being probed over decades of child abuse in schools and children’s homes.

It came after it emerged that Scotland Yard may have been investigating the former Tory leader since last year as part of the Westminster VIP paedophile ring probe.

Detectives running Operation Midland are trying to establish if Heath, who died in 2005, was part of a group of MPs, diplomats and civil servants who abused vulnerable children in the 1970s and 1980s.

Sir Edward is now the most famous name being probed by Scotland Yard’s Operation Midland investigation, with sources saying he was first looked at last October.

It centres on sex parties held in flats at the Dolphin Square development in Pimlico and at the Elm Guest House in west London.

Survivors have claimed over two decades VIPs were free to torture and rape them and one whistleblower believes at least two children were murdered.

According to Exaro News one ‘credible’ victim called ‘Nick’ has already met with police and claimed he was abused by the former Tory leader ‘multiple times’.

The States of Jersey Police have also said Sir Edward Heath features in an investigation into historical abuse allegations on the island, where Jimmy Savile also preyed on young children.

Heath was also named in a paedophile dossier compiled by Labour peer Baroness Castle, which included information on Heath offering weekend trips for boys from the island on his yacht.

It was handed to Don Hale, editor of her local paper, the Bury Messenger, who has since revealed how Special Branch officers raided his office and seized the file.

He said yesterday: ‘When Barbara Castle came to see me in August 1984 within her dossier, she had several cuttings about ex-PM Ted Heath including one about Heath offering weekend trips for boys from Jersey on his yacht. It was all tied in with her claims about the Westminster paedo ring. The names related to people at the highest level.’

Sir Edward has also been accused of raping a 12-year-old runaway at his Mayfair flat in 1961 while he was a rising star of the Tory party.

Scotland Yard has not confirmed reports that it is investigating Sir Edward as part of its inquiry into alleged abuse by establishment figures.

A spokesman said: ‘We are not giving a running commentary on Operation Midland.’

His friends believe he is the victim of ‘smears’ by police who for the first time yesterday named him as an alleged sex offender – ten years after his death.

Former Conservative MP Brian Binley, who worked in Sir Edward’s office for a period of time, told BBC Radio 4’s Today programme: ‘I find it very difficult to believe from the Ted Heath that I knew. It’s easy to smear people not around’.

Former defence secretary Sir Malcolm Rifkind, who was a Tory MP for Kensington from 1974 to 2015, told MailOnline: ‘We are living in an age when all sorts of people can make allegations and the world doesn’t know if there is any validity or not. It’s very sad when people’s reputations are being besmirched in this way.’

His charitable foundation, which runs a museum in his home town of Salisbury, says they expect him to be exonerated.

Yesterday Wiltshire Police were told they faced a corruption investigation into whether they dropped the prosecution of a brothel madam after she threatened to expose Heath in the 1990s.

A 65-year-old man claimed today Sir Edward picked him up as a 12-year-old while hitching for a lift after running away from home.

He says he was walking along the A2 in north Kent in 1961 when the former prime minister slowed down and asked if he wanted to stay at his flat in Mayfair.

It was only four years later he recognised Sir Edward as his alleged abuser when he saw a photo of him in the paper sharing a joke with Margaret Thatcher and Tory peer Dame Pat Hornsby Smith.

He claims two months after the alleged attack he went to the authorities who dismissed him as a ‘fantasist’ and a ‘liar’.

It also emerged today Sir Edward is being investigated by Scotland Yard as part of Operation Midland, an inquiry into claims a VIP paedophile ring operated in the 1970s and 1980s,

The man, who cannot be named, spoke out after it was revealed police are being investigated over sensational claims they covered up separate child sex allegations against the former Tory leader.

It is understood the cover-up claims stem from a case involving a woman accused of running a brothel. Sources close to the independent inquiry suggested the woman was charged but the case never reached trial.

The suggestion is that the woman escaped justice by threatening to ‘out’ Sir Edward during public proceedings – but the case fell apart ‘mysteriously’. Investigators want to know whether there was a direct link between the collapse of the prosecution and child sex allegations made against the ex-PM.

The alleged rape victim who came forward last night claims he was abused by his father and his paedophile friends.

He says after the alleged attack by Sir Edward he spiralled into depression and became a rent boy.

Recalling the alleged attack, the man told the Daily Mirror: ‘I think it was about August 1961 when I ran away again….I decided to hitch a lift.

‘I stuck my thumb out as I walked….when a car pulled up and the window was lowered and the driver asked me where I was going. I told him the West End (of London) and he told me to get in the car.

‘He was asking me why I was on my own and I told him I wanted to have time on my own and that I came to London on my own a lot and my mum wasn’t worried.’

The man added: ‘He asked me if I had somewhere to stay to which I replied in the negative. He said if I wanted to I could stay at his place for the night.

‘I was grateful and accepted but knew that he hadn’t asked out of generosity and that I would have to pay, probably with my body but it didn’t bother me, as I had been using my body for over five years now and it was almost second nature.’

After being offered tea and sandwiches he claims the future prime minister, then a rising star of the Tory party, asked if he minded ‘sharing a bed’. He claims it was then Sir Edward had sex with him.

After his account was apparently rejected by social workers and police, he told his mother about his claims in 1965 after seeing Sir Edward in the paper.

He told: ‘The man in this picture raped me, mum’.

The stretch of road where the man claims he was picked up by Sir Edward was on the A2 in north Kent, close to the former Tory leader’s Bexley constituency.

It is also thought to be around two miles from where the former Tory MP was allegedly warned by police in the 1950s to stop ‘cottaging’ (going to public places) for gay sex.

The account is detailed in letters to the man’s solicitors. Scotland Yard has been informed of the allegations and detectives reportedly plan to interview the man.

His claims came as it emerged yesterday police are being investigated over sensational claims they covered up child sex allegations against Sir Edward Heath.

The probe was launched after a retired ‘very senior’ officer raised concerns that a criminal trial was derailed in the 1990s to protect the former Tory leader.

As a result, it is alleged, he was never interviewed by police – let alone arrested – and his home was not searched.

Last night, in a bizarre televised scene, a senior Wiltshire Police officer stood outside Sir Edward’s former home and urged victims not ‘to suffer in silence’ and to contact them if they had been abused by the politician.

Sources described the whistleblower, who reached chief officer rank, as a man of high integrity whose testimony is being treated ‘very seriously’. Last night, a retired senior Wiltshire Police officer said he was sure the allegations made by his former colleague were true.

The officer, who was at the heart of some of the force’s most sensitive inquiries in the 1990s, told the Daily Mail: ‘I have no doubt that the allegation that a prosecution was stopped in suspicious circumstances, because of a potential link to Sir Edward, is true.’

The Independent Police Complaints Commission (IPCC) investigation centres on whether charges against a woman, accused of running a brothel, were not pursued when she threatened to expose Sir Edward – the highest-profile figure to be embroiled in historical child sex abuse allegations.

The IPCC is also examining whether Wiltshire Police ever subsequently took steps to probe the allegations against the man who was premier for four years from 1970.

The moves, ten years after his death at the age of 89, prompted renewed claims of an Establishment cover up to protect VIP paedophiles.

The Sir Edward Heath Charitable Foundation said: ‘We welcome the investigation by Wiltshire Police, which we wholeheartedly believe will clear Sir Edward’s name and we will co-operate fully with the police in their inquiries.’

Mr Binley also questioned why the retired senior police officer had not come forward sooner with the claims, adding: ‘We must remember that Ted Heath was never even questioned about these allegations and it might be that the police at the time felt that the allegations were so unreliable as to dismiss them – as they do, of course, with many allegations made.

‘But I think we’ve got to be very careful indeed. But I repeat – why didn’t these very senior police officers raise this matter then? Why didn’t they talk to Edward Heath? And why, and I understand one of the cases was reported in the Met, why isn’t the Met being reviewed, why is it just Wiltshire Police?

‘There are many unanswered questions here. We must be very careful. It’s easy to smear people not around.’

A woman who was in charge of a brothel had been due to stand trial but said she would expose the MP and a child abuser.

It is claimed that top brass then intervened to make her case ‘disappear’ and it is believed that Ted Heath was not even visited, questioned or arrested. His Salisbury home was not searched either.

A ‘respected’ retired senior Wiltshire Police officer, who worked with the whistleblower, has said he was sure the allegations made by his former colleague were true.

July 2005: SIr Edward Heath dies at his home in Salisbury of pneumonia. He was cremated on July 25 at a funeral service attended by 1,500 people.

2012: Labour MP Tom Watson, who has helped expose claims of an Establishment cover-up to protect VIP paedophiles, says he was approached with allegations about Sir Edward.

He claims to have handed them to police, but it is unclear what officers did with that information.

He said: ‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently. I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

Operation Fairbank was launched in 2012 to look into claims that there was a paedophile ring with links to government in response to information passed on by Mr Watson.

Fairbank has since spawned more inquiries, including Operation Midland, which is investigating claims of a VIP paedophile ring in Westminster in the 1970s and 80s involved in the murder of three boys; Fernbridge, which is looking at claims linked to the Elm Guest House in Barnes, south west London, in the 1980s; and Cayacos, which is investigating historic cases linked to the Paedophile Information Exchange.

October 2014: Scotland Yard sources say that this is when detectives may have received a complaint about Sir Edward Heath linking to the VIP paedophile ring formed in Westminster.

A year earlier the Met started seriously probing claims that VIPs – including former ministers, police and people linked to royal household – abused children at Elm Guest House in south-west London in the 1980s and in Dolphin House from the 1970s.

It was sparked after Sir Cyril Smith was named as a paedophile in Parliament and it emerged four chances to prosecute him before his death were missed. Also 114 files relating to historical allegations of child sex abuse, 1979 to 1999, disappeared from the Home Office, increasing suspicion of a cover up.

June 2015: Jersey Police launch Operation Whistle to investigate child abuse claims on the island and say they believe it involved 13 celebrities, politicians and sports stars.

Detectives revealed that the prominent figures who are alive, who are still ‘well known’, will be quizzed ‘imminently’ into allegations of institutionalised sex offences on the Channel island.

Their identities have not been revealed but police have said that 13 of the 45 suspects are public figures, including media personalities, politicians and sports people and they will be questioned as part of Operation Whistle.

It now appears that Sir Ted Heath is among the suspects. A dossier is said to suggest he would take vulnerable boys out on his yacht.

A lifetime of rumours, but no one ever called Heath a paedophile

Throughout his parliamentary years and even since his death ten years ago, Sir Edward Heath’s sexuality has been one of those intriguing, thorny topics that refuses to go away.

Was the former Tory Prime Minister, who died unmarried aged 89 and showed no interest in women, secretly gay? Was he perhaps asexual? Or was his legendary grumpiness due to him bottling up his homosexuality to protect his elevated political ambitions in less-enlightened times?

Among all the theories, rumours, and unsubstantiated allegations, there is one thing of which Heath has never been accused: paedophilia.

Although his passions for ocean-going yacht racing and giving classical organ recitals became part of the fabric of public life during his 51 years in Parliament, he never expressed a passion for a lover – of either sex.

Talk of early romance and possible marriage – about which more later – was generally assumed to be a deliberate attempt to downplay his ‘confirmed bachelor’ image and make Heath appear more normal, and thus suitable to be our national leader.

Only once has something apparently concrete about his sexuality emerged. This was just a few months before his death when two old friends (both gay) arrived for pre-Christmas drinks at Arundells, his 14th century home in the shadow of Salisbury Cathedral where the drawing room was filled with paintings and sculptures as well as music and yachting memorabilia.

The friends, interior designer Derek Frost who had worked for Heath, and Jeremy Norman who runs the Soho Gyms chain, were surprised to be greeted at the door by a young, educated, oriental man who was comfortably close enough to the rather enfeebled Heath to join in the conversation as a friend.

Just who the young man was, or the extent of the relationship was never explained, and the room where they sat, including Heath’s beloved grand piano, is now part of a museum dedicated to his life.

To Norman, who knew the former Prime Minister for 20 years, it fuelled his belief that his artistically-inclined politician friend was a ‘deeply closeted’ homosexual who spent his entire career hiding the fact that he was gay. He believes the young man was a secret boyfriend.

‘He (Heath) was clearly not rampantly heterosexual and given that he was ambitious it seems likely that he had decided early in life to sublimate his sexuality to his political ambitions,’ wrote Norman in his privately-published autobiography No Make Up, Straight Tales From A Queer Life.

This testimony apart, the fact is Ted Heath never displayed the slightest interest in men or women – certainly not as sexual partners. Both of his biographers, John Campbell and Philip Ziegler, believe he was effectively asexual – probably too selfish to share his life with another person.

Campbell, whose book was published in 1993, found zero evidence that Heath was gay.

‘It’s not impossible that he is a latent or repressed homosexual,’ is his view. ‘The alternatives are that he is a repressed heterosexual or that he is simply asexual.’

Ziegler, who has also written noted biographies on Edward VIII and Earl Mountbatten, and was given access to Heath’s papers, regards him as ‘pretty well sexless’. He told the Mail: ‘I have come across no evidence remotely plausible suggesting that he ever had intercourse with anyone, male or female.’

Heath’s hatred of Margaret Thatcher, for snatching from him in 1975 the leadership of the Conservative Party that he had held for ten years, was one passion that consumed him and it definitely never subsided – earning him the nickname ‘The Incredible Sulk’.

Another close observer, Michael McManus, author of Tory Pride And Prejudice, a history of the Conservative Party’s relationship with the gay movement, and who worked for Heath for five years until 2000, believes Heath made the ultimate sacrifice.

‘He was a gay man who sacrificed his personal life to his political career, exercising iron self-control and living a celibate existence as he climbed the ‘greasy pole’ of preferment,’ is his view.

‘This is the obvious default explanation for Heath’s bachelor status, bouts of narcissism and notorious prickly relationship with women.’

In 2007, Brian Coleman, a senior Tory member of the London Assembly who was then one of the party’s most prominent gay politicians, wrote in the New Statesman magazine that Heath had once been warned by police — who were vetting him for membership of the Privy Council — to stop ‘cottaging’ (going to public places) for gay sex.

‘The late Ted Heath managed to obtain the highest office of state after he was supposedly advised to cease his cottaging activities in the Fifties,’ said Coleman, alleging that the incident was ‘common knowledge’ in Tory circles. However, he was unable to produce evidence to back up his assertion.

And party colleagues disputed his version of events.

There was, however, one intriguing response – from the former Tory MP and now Times columnist Matthew Parris. In a column written shortly afterwards, he recalled how ‘as a young MP, [when] I escorted his car into my constituency, leather-jacketed on my motorbike, I used to notice the twinkle in Ted’s eye.’

Yet Parris concluded the talk of ‘cottaging’ was almost certainly false, since ‘like many of his generation, Heath would have been super-discreet in his private affairs.

‘If there ever was love or sex in his life, he would have been very, very careful that he could count on the complete discretion of the other person’, he wrote.

But there were women, apparently, though only two – one early in life, the other much later – to whom the adjective ‘girlfriend’ came to be applied.

One was Kay Raven, a girl from his boyhood in Kent, when he was known as Teddy.

She and Heath exchanged letters for years, including the Second World War in which he ended up as a temporary major commanding an artillery battery in Europe, for which he received a mention in dispatches in 1945.

The story is that she became tired of waiting for him to make up his mind until, in 1950, she wrote to him to say she had met an RAF officer and was going to marry him.

Heath, in his memoirs, confined the end of the relationship to a single paragraph, explaining that after the war he was too busy establishing a career (he became a civil servant) and had ‘perhaps… taken too much for granted.’

But he didn’t forget her, it seems. Interviewed on TV in 1998 by the tenacious Michael Cockerell, Heath admitted that he had kept her photograph in his flat for many years afterwards. Pointedly, he didn’t say he still had it.

The only other woman linked with Heath was the Cornish-born concert pianist, the late Dame Moura Lympany, who became a friend in the years after her second divorce.

Their link, of course, was the piano, and everyone understood their friendship to be platonic, but during Heath’s brief and strike-troubled premiership she was approached by Tory grandee Sir Tufton Beamish, who said to her: ‘Moura, Ted must get married. Will you marry him?’

She said she would, but time passed and Heath never popped the question.

As Dame Moura told Cockerell in the same profile of the ex-prime minister, the most intimate thing he had ever done was ‘put his arm around my shoulder’.

Rumours about Heath’s sexuality had been circulating since before he held high office.

With Heath in his fifties and still stoically unmarried, a Czech defector, Josef Frolik, claimed in a memoir that his country’s secret services had mounted a homosexual sting against the rose-loving bachelor who had just become Tory leader in 1965.

The plot involved a handsome organ virtuoso schooled in homosexual seduction who had been sent to London to meet Heath, inveigling him sexually in order to blackmail him.

It was a good story, all that it lacked was evidence.

Some believed the tale had been invented and put around by Right-wing Tories anxious to undermine the centrist Heath.

For his part, Heath never discussed his sexuality. To many, his refusal to deny being gay suggests that he must have been.

Yet to those around him, he simply showed no interest in life’s physical pleasures, suggesting he was asexual.

Until now, beyond being a juicy vehicle for titillating gossip, the sexuality of Sir Edward Heath hasn’t really mattered at all.

The dreaded word ‘paedophile’ risks changing all that.

WHAT IS THE POLICE WATCHDOG LOOKING AT?

The Independent Police Complaints Commission will consider whether Wiltshire Police failed to properly investigate child sex abuse claims against Sir Edward Heath.

A retired senior officer claims that a woman accused of running a brothel should have been prosecuted in the 1990s.

He claims that when the suspect alleged that Sir Edward was involved in child sex offences, and she planned to expose him, officers then dropped the case against her.

As well as investigating this allegation, the IPCC will look into whether the claims about Sir Edward were ever looked at by the Wiltshire force.

However, it will not examine whether the claims aimed at Sir Edward were credible.

However, Wiltshire Police has appealed for any victims to come forward.

An American reporter says she was kicked out of Britain after investigating claims of child abuse by Sir Edward.

Leah McGrath Goodman, from Newsweek magazine, was on Jersey investigating its tax-haven status when she heard claims of sexual abuse by senior politicians in 2011.

She told LBC Radio: ‘Ted Heath was one of the more prominent allegations. He enjoyed using his yacht, and would come to the island frequently. He would take children from care homes for a ride on the yacht and it was reported that some never came back.’ She also claimed that he went to a care home ‘frequented’ by Jimmy Savile, adding: ‘I know the police received reports.

‘I have looked into the records from the home. The children were loaned out. Sometimes they would come back – sometimes they would not.’

Miss Goodman says she was deported and banned for two years as a result of her investigation. But the UK Border Agency said the ban was unrelated to her work.

Police yesterday made an extraordinary appeal asking the public if they were abused by Sir Edward Heath.

Despite no previous paeodphile claims against the former prime minister in the past Wiltshire Police gave an appeal outside his Salisbury home yesterday.

Speaking outside Sir Edward’s former home in the shadow of the city’s Cathedral, Superintendent Sean Memory, pictured, said: ‘This is an appeal for victims in particular if you have been the victim of any crime from Sir Ted Heath or any historical sexual offence, or you are a witness or you have any information about this, then please come forward.

‘We are working closely with the NSPCC. I have a number of staff trained to deal with sexual offences waiting for any calls that come forward.

‘Any calls that we do receive will be treated with the utmost confidence.’

Police investigating Sir Edward Heath today revealed dozens of potential victims have come forward as the brothel madam at the centre of the scandal denied trying to expose the Tory prime minister.

Wiltshire Police say they are still speaking to a ‘steady flow’ of people who claim they may have been abused by the former premier.

But their investigation was severely undermined today after the convicted brothel owner believed to hold the key to the alleged Heath child sex abuse scandal denied any involvement.

Myra Forde, 67, known to customers as ‘Madam Ling Ling’, said she had ‘no knowledge’ of any child abuse by Sir Edward and denied ever threatening to expose him as a paedophile.

She also said that the politician, who died in 2005 and was described by friends as ‘genuinely asexual’, never visited her brothel a mile from his Salisbury mansion.

It was claimed in the early 1990s the former sex worker had a prosecution against her dropped due to allegations against Sir Edward.

But her barrister today said that there was no evidence of a cover-up because the case had ‘witness problems’.

Richard Griffiths, whose firm acted for her in 1992 when the case against her was dropped, said the national media attention had caused her ‘distress’.

Speaking today, he said: ‘My firm acted for Myra Forde in relation to the case which the prosecution discontinued on the day of the trial and which has been the subject of a great deal of speculation.

‘My former client wishes me to make it very clear that at no stage did she state that Ted Heath was a client and at no stage did she threaten to expose him as a client of hers if the prosecution was continued.

‘For the avoidance of any doubt Myra Forde wishes me to make it clear that she had no involvement with Ted Heath of any kind and has no knowledge of any misconduct on his part.

‘It is my recollection assisted by discussion with my colleague who was at Winchester Crown Court on the day the case was discontinued and by the barrister we instructed to represent Myra Forde, that the prosecution had witness problems.

‘In particular it may have been the case that one of the witnesses was at court in the cells and perhaps therefore not best inclined to assist the prosecution.

‘The prosecution took what at the time seemed a sensible decision that they could not prove their case and offered no evidence.

‘This decision would have been announced in open court and would be a matter of record.’

At least five police forces are now investigating child sex allegations involving the former prime minister, who died in 2005, and Wiltshire Police said today they have received ‘tens’ of calls.

A spokesman said: ‘Wiltshire Police continue to receive a number of calls following appeals for information regarding Sir Edward Heath.

‘We are working closely with the NSPCC and other forces to establish and progress the information they have received where appropriate.

‘We would encourage anyone who has been a victim of abuse or who has information to contact the dedicated NSPCC helpline on 0808 800 5000 where specialist staff are available to assist callers’.

As well as probes by Wiltshire, London, Kent, Hampshire and Jersey detectives, there is speculation officers in Northern Ireland could examine whether the Tory politician had links to a children’s home at the centre of a child abuse inquiry.

A retired senior detective last year alleged that on one occasion charges against twice-married Forde were discontinued, possibly to cover up child sex allegations concerning the former Prime Minister.

Sources close to the cover-up investigation – which is being carried out by the Independent Police Complaints Commission – confirmed that Forde was likely to be quizzed by investigators over the collapse of the case.

One said: ‘She is at the centre of the child abuse claims concerning Sir Edward.’ But her claims today have undermined this.

Despite avoiding prosecution in suspicious circumstances in the early 1990s, Forde was subsequently convicted in 1995 of running a brothel full of underage girls from her property in a respectable Salisbury street.

Winchester Crown Court heard that Forde – who according to sources used several names and was known to some customers as ‘Madame Ling-Ling’ – trained runaway children as call girls.

The court was told that one 15-year-old had sex with five men at once and lost count of the number of times she sold herself for sex while under Forde’s control.

It also heard that Forde had become a prostitute three years earlier but she denied recruiting young girls for the trade, claiming she was capable of servicing her customers herself.

In 2009, Forde was jailed for five years for inciting prostitution and running a brothel on a residential street in Salisbury, a property which she still owns.

One 13-year-old girl would go straight from school to the brothel, which was advertised as The Oriental Massage Parlour, where she would sell her body to clients.

Forde pleaded guilty and was sentenced to three years for keeping a brothel, 18 months for causing or inciting prostitution and six months for perverting the course of justice.

Speaking at the time, WDC Jill Harkness, who coaxed the victims to give evidence, said: ‘Myra Ling-Ling Forde was extremely manipulative and ruthless and used her influence over the girls to get them to do exactly what she wanted.

‘They suffered a terrible ordeal.’

Edward Heath ‘child sex’ claim as police appeal for victims

The Filipino woman moved house from a run down and condemned tower block in Kilburn, north west London, last week as it is scheduled to be destroyed.

Myra, who was convicted of running a brothel full of underage girls in Salisbury after Heath’s death, now lives in a 1900 red brick block owned by Brent Housing Partnership.

At the Kilburn address, a ground floor flat in a large block run by Brent Housing Partnership, there was no answer. A security guard said she had moved out about a week ago.

Forde’s sister Mia Pablico told the Telegraph’s Martin Evans that she ‘knew a lot of politicians’.

When asked if she ever mentioned the name Ted Heath, she said: ‘That’s not for me to say. You’d have to ask her.

‘I know what she did in Salisbury and she knew a lot of politicians and celebrities because of it.’

Meanwhile, the former chief prosecutor for the Wiltshire area denied any knowledge of child sex allegations concerning Sir Edward Heath in the 1990s, and any cover-up involving the Crown Prosecution Service.

Harry Ireland, who made key charging decisions in the county between 1990 and 1999, told the Daily Mail: ‘If such a case had been sent to the CPS, I would certainly have known but I haven’t got a clue.

‘Anything which was even remotely high profile would have come across my desk.’

Last night, a close friend of Forde’s family said she first came to the UK to study as a nurse but started running a brothel when her husband John left her ‘destitute’ with two sons aged under two.

The friend said: ‘She used to boast that many of her clients at the brothel were policemen. But she never spoke about any politicians visiting.

‘The children wanted for nothing materially, they had the latest trainers and games consoles but they lacked the emotional support of a loving mother.’

The Independent Police Complaints Commission is now considering whether Wiltshire Police failed to properly investigate this child sex abuse claim against Sir Edward.

A retired senior officer claims that when the suspect alleged that Sir Edward was involved in child sex offences, and she planned to expose him, officers then dropped the case against her.

As well as investigating this allegation, the IPCC will look into whether the claims about Sir Edward were ever looked at by the Wiltshire force.

However, it will not examine whether the claims aimed at Sir Edward were credible.

At least five police forces are investigating child sex allegations involving Sir Edward Heath, it emerged last night.

It comes a day after the launch of an inquiry into an alleged cover-up of historical paedophile claims against the former prime minister.

Wiltshire Police appealed on Monday for potential victims of Sir Edward to come forward and ‘not suffer in silence’.

Last night the force, which is being investigated over claims its officers covered up child sex allegations against Sir Edward in the 1990s, said it had received ‘a number of calls’.

Friends of the politician claimed he was the victim of a smear campaign and predicted he would be vindicated on all the allegations.

Reports emerged yesterday that Sir Edward is being looked at as part of Operation Midland, a Scotland Yard inquiry into claims a VIP paedophile ring operated in the 1970s and 1980s.

States of Jersey Police (SoJP) confirmed the ex-PM features in Operation Whistle, an inquiry into alleged historical abuse on the island. It was launched in June as part of Operation Hydrant, a UK-wide co-ordination of sex abuse investigations. Later, Kent Police said it had received a report of a sexual assault in the east of the county in the 1960s. A spokesman said: ‘The victim has named Sir Edward Heath in connection with the allegation. Detectives are making initial inquiries and will obtain a full account from the victim.’

Wiltshire Police said its officers and the NSPCC received ‘a number of calls’ following appeals for information. The force said in a statement: ‘The investigation team will be reviewing the information and following up any lines of inquiry.’

A spokesman said the force were unable to confirm how many people had made contact and the ‘validity’ of the calls was not yet known.

It came as a 65-year-old man claimed Sir Edward picked him up as a 12-year-old while hitching for a lift after running away from home.

He says he was walking along the A2 in north Kent in 1961 when the former prime minister slowed down and asked if he wanted to stay at his flat in Mayfair.

It was only four years later he recognised Sir Edward as his alleged abuser when he saw a photo of him in the paper sharing a joke with Margaret Thatcher and Tory peer Dame Pat Hornsby Smith.

He claims two months after the alleged attack he went to the authorities who dismissed him as a ‘fantasist’ and a ‘liar’.

The alleged rape victim who came forward claims he was also abused by his father and his paedophile friends.

He says after the alleged attack by Sir Edward he spiralled into depression and became a rent boy.

Recalling the alleged attack, the man told the Daily Mirror: ‘I think it was about August 1961 when I ran away again….I decided to hitch a lift.

‘I stuck my thumb out as I walked….when a car pulled up and the window was lowered and the driver asked me where I was going. I told him the West End (of London) and he told me to get in the car.

‘He was asking me why I was on my own and I told him I wanted to have time on my own and that I came to London on my own a lot and my mum wasn’t worried.’

The man added: ‘He asked me if I had somewhere to stay to which I replied in the negative. He said if I wanted to I could stay at his place for the night.

‘I was grateful and accepted but knew that he hadn’t asked out of generosity and that I would have to pay, probably with my body but it didn’t bother me, as I had been using my body for over five years now and it was almost second nature.’

After being offered tea and sandwiches he claims the future prime minister, then a rising star of the Tory party, asked if he minded ‘sharing a bed’. He claims it was then Sir Edward had sex with him.

After his account was apparently rejected by social workers and police, he told his mother about his claims in 1965 after seeing Sir Edward in the paper.

He told: ‘The man in this picture raped me, mum’.

The stretch of road where the man claims he was picked up by Sir Edward was on the A2 in north Kent, close to the former Tory leader’s Bexley constituency.

It is also thought to be around two miles from where the former Tory MP was allegedly warned by police in the 1950s to stop ‘cottaging’ (going to public places) for gay sex.

1990s: A retired ‘very senior’ officer raises concerns that a criminal trial was derailed in the 1990s to protect the former Tory leader Sir Edward Heath.

A woman who was in charge of a brothel had been due to stand trial but said she would expose the MP and a child abuser.

It is claimed that top brass then intervened to make her case ‘disappear’ and it is believed that Ted Heath was not even visited, questioned or arrested. His Salisbury home was not searched either.

A ‘respected’ retired senior Wiltshire Police officer, who worked with the whistleblower, has said he was sure the allegations made by his former colleague were true.

The officer, who was at the heart of some of the force’s most sensitive inquiries in the 1990s, told the Daily Mail: ‘I have no doubt that the allegation that a prosecution was stopped in suspicious circumstances, because of a potential link to Sir Edward, is true.’

July 2005: SIr Edward Heath dies at his home in Salisbury of pneumonia. He was cremated on July 25 at a funeral service attended by 1,500 people.

2012: Labour MP Tom Watson, who has helped expose claims of an Establishment cover-up to protect VIP paedophiles, says he was approached with allegations about Sir Edward.

He claims to have handed them to police, but it is unclear what officers did with that information.

He said: ‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently. I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

Operation Fairbank was launched in 2012 to look into claims that there was a paedophile ring with links to government in response to information passed on by Mr Watson.

Fairbank has since spawned more inquiries, including Operation Midland, which is investigating claims of a VIP paedophile ring in Westminster in the 1970s and 80s involved in the murder of three boys; Fernbridge, which is looking at claims linked to the Elm Guest House in Barnes, south west London, in the 1980s; and Cayacos, which is investigating historic cases linked to the Paedophile Information Exchange.

October 2014: Scotland Yard sources say that this is when detectives may have received a complaint about Sir Edward Heath linking to the VIP paedophile ring formed in Westminster.

A year earlier the Met started seriously probing claims that VIPs – including former ministers, police and people linked to royal household – abused children at Elm Guest House in south-west London in the 1980s and in Dolphin House from the 1970s.

It was sparked after Sir Cyril Smith was named as a paedophile in Parliament and it emerged four chances to prosecute him before his death were missed. Also 114 files relating to historical allegations of child sex abuse, 1979 to 1999, disappeared from the Home Office, increasing suspicion of a cover up.

June 2015: Jersey Police launch Operation Whistle to investigate child abuse claims on the island and say they believe it involved 13 celebrities, politicians and sports stars.

Detectives revealed that the prominent figures who are alive, who are still ‘well known’, will be quizzed ‘imminently’ into allegations of institutionalised sex offences on the Channel island.

Their identities have not been revealed but police have said that 13 of the 45 suspects are public figures, including media personalities, politicians and sports people and they will be questioned as part of Operation Whistle.

It now appears that Sir Ted Heath is among the suspects. A dossier is said to suggest he would take vulnerable boys out on his yacht.

August 3, 2015: The Independent Police Complaints Commission announces that child sex allegations involving Sir Edward Heath are at the centre of a police corruption investigation.

Watchdogs named the late Prime Minister as they announced Wiltshire Police is being probed over its response to an alleged abuse claim made in the 1990s. The force appealed for potential victims to come forward.

Guy Marsden, who was taken to ‘paedophile parties’ by his uncle from the age of 13, says the alleged attack happened in central London in the 1970s.

It came as North Yorkshire Police detectives started examining Sir Edward Heath’s relationship with Jimmy Savile and his paedophile friend Peter Jaconelli, who was known as ‘King Cornet’.

A new photo has emerged of Heath with Jaconelli,  the 21-stone former mayor of Scarborough who made a fortune in ice cream but also used his power to lure in children, abusing them unhindered for 40 years.

‘King Cornet’ would also crawl the streets with Savile in his pink Rolls Royce looking for boys to abuse and the pair were believed to be at the head of a nine-strong paedophile ring.

Today Savile’s nephew strengthened calls for a full investigation after he claimed a friend was abuse by Ted Heath.

He told the Evening Standard: ‘The four of us would arrive at these parties together, then my friend would disappear. He’d be gone for a while, led away by a man, then he’d be back. I knew there was stuff going on but didn’t know the extent of it until much later.

‘I am in touch with my friend and he has told me what they did to him and it’s just horrific, absolutely unbelievable stuff. He would sometimes leave the house we were at then get driven round to some other place. Hours later he’d be back. At that time we never really asked where he had been.

‘He later told us that Ted Heath was an abuser but that he didn’t know who he was at the time. He said it was a year after the abuse took place that he was watching TV and recognised him.’

Guy and his teenage friends were used as ‘intermediaries’ to hang out with the younger victims. Guy, now 60, said the youngsters would disappear into the bedrooms with men and return later.

He said there were ‘never any women’ at the parties and although he didn’t see any sexual abuse, it was ‘perfectly obvious’ what was happening. Several household names from the world of showbusiness were party regulars.

Today a new picture emerged of Heath meeting Jaconelli at a civic reception in 1970, while Sir Edward is known to have met Savile on several occasions.

North Yorkshire Police is carrying out a ‘comprehensive search’ of its systems to see if there are any credible links between the trio.

A spokesman said: ‘North Yorkshire Police is taking the necessary time to carry out a comprehensive search of force systems for any information and intelligence relating to this matter. Until this work has been completed, it would not be appropriate to comment further at this stage.’

Officers believe that there are 32 abuse cases related to Jaconelli, between 1958 and 1998, and included allegations of indecent assault, inciting a child to engage in sexual activity, gross indecency and rape.

Savile was a frequent visitor to Scarborough throughout his life and had a sea-view flat in the resort where attacks are believed to have been carried out,

Jaconelli died in 1999, aged 73, but it only after his death that his crimes were revealed. He was later stripped of his civic honours.

Last year a serving detective sergeant was served with a misconduct notice over how he handled information from a 15-year-old girl regarding Savile and his late associate Peter Jaconelli in January 2002.

Sources this week claimed Madame Ling-Ling, real name Myra Ling-Ling Forde, was ‘at the centre of the child abuse claims concerning Sir Edward’. A retired senior detective alleged that charges against her were dropped in 1992 possibly to cover-up sordid allegations concerning Sir Edward.

But Forde’s former solicitor Richard Griffiths said: ‘My firm acted for Myra Forde in relation to the case which the prosecution discontinued … [she] wishes me to make it very clear that at no stage did she state Ted Heath was a client and at no stage did she threaten to expose him as a client.’

He added that Forde ‘wishes me to make it clear that she had no involvement with Ted Heath … and has no knowledge of any misconduct on his part’.

Mr Griffiths suggested the 1992 case against her may have been dropped because of prosecution ‘witness problems’.

Nigel Seed QC, the prosecution barrister in the case who is now a judge, said today that he wanted to ‘shed light’ on the situation.

He explained that two of the three witnesses, all of whom were prostitutes, did not turn up to court, and the third refused to leave her cell to give evidence.

Sex claims against former prime minister Sir Edward Heath played no part in the decision to drop a case against a woman alleged to have been running a brothel, the prosecution barrister has said.

The case against Myra Ling-Ling Forde in the early 1990s did not proceed because of a lack of evidence, Judge Nigel Seed QC, the prosecuting counsel at the time, said.

A corruption inquiry was launched earlier this week after claims a defendant, later named in reports as Forde, had escaped prosecution after saying they would link Sir Edward to child sex claims.

In a letter to the Times newspaper Judge Seed refuted that suggestion, saying he wanted to ‘shed light’ on the situation.

He explained that two of the three witnesses, all of whom were prostitutes, did not turn up to court, and the third refused to leave her cell to give evidence.

He said he had been told by police that the large number of reporters at the court that day were there because Forde, who had been on bail, had said she would allege she had provided rent boys for Sir Edward, should the case proceed.

In a statement released through her solicitor on Wednesday Forde insisted she had no involvement with the former prime minister and ‘no knowledge of any misconduct on his part’.

In his letter Judge Seed referred to the claims at the time as ‘nothing other than unsubstantiated assertions of a defendant in advance of a criminal trial’.

He added: ‘The decision for the case to proceed no further was mine and was based on the lack of evidence and had nothing whatsoever to do with any potential allegations against Edward Heath.’

Forde, 67, a Filipino, was later convicted on two separate occasions of offences related to running a brothel from a residential property in Salisbury, Wiltshire.

Linda Corby, 61, claims she watched 11 children board the then prime minister’s boat Morning Cloud when it docked in St Helier, Jersey, but a few hours later only ten walked off.

Mrs Corby says the children, aged between six and 11, were from the Jersey care home Haute de la Garenne, where a paedophile ring targeted young residents for decades.

She claims she and Jersey senator Ralph Vibert, who has now died, were ‘warned’ about Sir Edward and then watched in horror as they saw one child was missing.

Jersey Police, which is conducting a long-running probe into Jimmy Savile’s child sex attacks on the islands, has now revealed it also investigating the late Conservative leader.

The authorities are still struggling to come to terms with the scale of abuse exposed at the notorious Haute de la Garenne childrens’ home.

In June they said officers were probing the activities of 45 suspects, some of whom are dead or as yet unidentified, with 13 ‘people of public prominence’.

At least seven police forces are now carrying out Heath investigations after Gloucestershire Police yesterday said it had received an allegation and Thames Valley Police said it had ‘received information’.

Asked if she believed it was from her former clients, she said: ‘Oh yes. Telling me not to talk about them.

‘It came in the post. Sometimes I got £50 here, £50 there, £100 there … but you know, it was no name. The prison don’t like to give it to me because it’s got no name. So it wasn’t given to me.’

1990s: A retired ‘very senior’ officer raises concerns that a criminal trial was derailed in the 1990s to protect the former Tory leader Sir Edward Heath.

A woman who was in charge of a brothel had been due to stand trial but said she would expose the MP and a child abuser.

It is claimed that top brass then intervened to make her case ‘disappear’ and it is believed that Ted Heath was not even visited, questioned or arrested. His Salisbury home was not searched either.

A ‘respected’ retired senior Wiltshire Police officer, who worked with the whistleblower, has said he was sure the allegations made by his former colleague were true.

The officer, who was at the heart of some of the force’s most sensitive inquiries in the 1990s, told the Daily Mail: ‘I have no doubt that the allegation that a prosecution was stopped in suspicious circumstances, because of a potential link to Sir Edward, is true.’

July 2005: SIr Edward Heath dies at his home in Salisbury of pneumonia. He was cremated on July 25 at a funeral service attended by 1,500 people.

2012: Labour MP Tom Watson, who has helped expose claims of an Establishment cover-up to protect VIP paedophiles, says he was approached with allegations about Sir Edward.

He claims to have handed them to police, but it is unclear what officers did with that information.

He said: ‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently. I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

Operation Fairbank was launched in 2012 to look into claims that there was a paedophile ring with links to government in response to information passed on by Mr Watson.

Fairbank has since spawned more inquiries, including Operation Midland, which is investigating claims of a VIP paedophile ring in Westminster in the 1970s and 80s involved in the murder of three boys; Fernbridge, which is looking at claims linked to the Elm Guest House in Barnes, south west London, in the 1980s; and Cayacos, which is investigating historic cases linked to the Paedophile Information Exchange.

October 2014: Scotland Yard sources say that this is when detectives may have received a complaint about Sir Edward Heath linking to the VIP paedophile ring formed in Westminster.

A year earlier the Met started seriously probing claims that VIPs – including former ministers, police and people linked to royal household – abused children at Elm Guest House in south-west London in the 1980s and in Dolphin House from the 1970s.

It was sparked after Sir Cyril Smith was named as a paedophile in Parliament and it emerged four chances to prosecute him before his death were missed. Also 114 files relating to historical allegations of child sex abuse, 1979 to 1999, disappeared from the Home Office, increasing suspicion of a cover up.

June 2015: Jersey Police launch Operation Whistle to investigate child abuse claims on the island and say they believe it involved 13 celebrities, politicians and sports stars.

Detectives revealed that the prominent figures who are alive, who are still ‘well known’, will be quizzed ‘imminently’ into allegations of institutionalised sex offences on the Channel island.

Their identities have not been revealed but police have said that 13 of the 45 suspects are public figures, including media personalities, politicians and sports people and they will be questioned as part of Operation Whistle.

It now appears that Sir Ted Heath is among the suspects. A dossier is said to suggest he would take vulnerable boys out on his yacht.

A spokesman for the National Police Chiefs’ Council said last night: ‘Staff from Operation Hydrant [an ongoing police inquiry into alleged child sex abuse by ‘prominent public persons’] are working closely with relevant forces to assess the extent of reported information concerning the late Sir Edward Heath, and at the conclusion of that process a lead force will be appointed to oversee the police investigations.’

It is thought former police protection officers, ex-Special Branch officers and retired security services staff could be quizzed for the unprecedented probe.

Abuse claims against Sir Edward will be prioritised according to the perceived credibility of alleged victims and the existence of any corroborating evidence.

It was revealed yesterday that the independent public inquiry into historic child sex abuse will look at allegations against Sir Edward ‘should the facts justify it’. A spokesman for the inquiry, led by Justice Lowell Goddard, said it was ‘in close contact’ with Operation Hydrant.

Yesterday Forde, of north-west London, declined to elaborate. The mother of two did not wish to discuss claims by her sister Mia that she had ‘known many politicians’. Forde was jailed in 1995 for six years for recruiting girls as young as 13 to be prostitutes at her Salisbury home.

Judge Martin Tucker told her: ‘You were thoroughly unscrupulous, running a festering sore of vice … [the girls] were vulnerable and were corrupted.’ Detective Constable Jill Harkness said at the time: ‘Myra Ling-Ling Forde was extremely manipulative and ruthless … They [the girls] suffered a terrible ordeal.’

In 2009, Forde was jailed for five years for the same offence.

Yesterday a source close to her second husband said of Forde: ‘She used to boast about how she used to know lots of rich men … [and] tell me they were “high-up”. She is a compulsive liar.’

The IPCC said of Forde’s denial: ‘We are aware an individual has come forward.

‘We are not prepared to confirm or deny whether that individual forms part of what is an ongoing investigation.’

The late spring of 1978, and in a sunlit rehearsal hall a stout, shirt-sleeved figure, familiar from a quite different setting, is conducting a new orchestra of young musicians.

Roaring and flailing as his proteges run through Ode To Joy from Beethoven’s 9th Symphony, former British prime minister Edward Heath is clearly in his element.

‘That’s much better strings … much better!’ he enthuses. Afterwards, he tells a television crew which had been filming the event: ‘The orchestra here has a saying — “Tell them the Community isn’t only about the price of fish: it is about Beethoven and Brahms.”’

An odd comment you might think, if you did not know the political context. The ensemble in question was the European Community Youth Orchestra, and it was about to embark on its inaugural tour of EEC capitals. It was to be a flagship for pan-European cultural co-operation.

The 135 musicians, some of whom were as young as 14, were drawn from the then nine member nations. Heath, an enthusiastic amateur musician who had led the United Kingdom into the European Community five years before, was the orchestra’s founding president. He would also be its guest conductor for that tour and several tours to come.

Today, the orchestra he helped found — now named the European Union Youth Orchestra — goes from strength to strength. But the reputation of the man himself, who died aged 89 in 2005, is being posthumously trashed. Early this week, Heath’s name was formally attached to the wide-ranging allegations of historic paedophile abuse and cover-up by members of the British political establishment.

Within days he had become the focus of investigations by no fewer than seven different police forces examining historic allegations — Hampshire, Jersey, Kent, Wiltshire, Thames Valley, Gloucestershire and the Metropolitan Police — after it was claimed that the early 1990s trial of a Wiltshire brothel madam was dropped when she threatened to claim in court that rent boys had been supplied to the ex-prime minister. The Independent Police Complaints Commission is to examine the allegation, made by a former senior police officer.

The barrister who was to prosecute the brothel keeper — a Filipina called Myra Ling-Ling Forde — confirmed in a letter to The Times on Thursday that she had indeed made the threat, but it was not the reason the trial was halted.

Earlier in the week, it emerged that a man had also claimed that in 1961, when he was 12 years old, he had been raped by Heath at the politician’s Mayfair flat. A further allegation that Heath was part of a VIP paedophile and child murder ring that operated in London’s Dolphin Square was subsequently aired.

In an intriguing development, the Mail learned this week that a file relating to Sir Edward and the infamous Paedophile Information Exchange group is one of those missing from official Government records.

It is among 114 missing files concerning child abuse identified by an independent review of how allegations were handled by the Home Office.

The title of the missing document, ‘Edward Heath MP [redacted] RE: PIE’, refers to the activities of the Paedophile Information Exchange.

Investigators discovered that the file disappeared more than 25 years ago after being moved to a Westminster record centre. They concluded that there was no evidence of any orchestrated attempts by officials over three decades to cover up child abuse.

But the unexpected absence of the file raises questions about the exact nature of the connection between Heath and the PIE group.

The only surviving record of its existence, a brief index, suggests it is linked to an individual Parliamentary question. Officials suspect the document was destroyed during a routine purge of documents after it was moved to the Queen Anne’s Gate record centre in March 1990.

One of the most remarkable manifestations of this week’s hue and cry was the sight of a senior Wiltshire police officer making a televised appeal for ‘victims’ to come forward and ‘suffer in silence’ no longer, from outside the gates of Heath’s palatial former home in the shadow of Salisbury Cathedral.

Such grandstanding was criticised yesterday by Britain’s most senior policeman, Sir Bernard Hogan-Howe, who said he did not believe Heath should have been named while unproven allegations were being investigated.

Today, we shall examine the credibility or otherwise of this ever-expanding swirl of rumour and allegation.

Suffice to say they are now being chased by internet conspiracy theorists as well as those multiple police forces — the latter anxious not to repeat the mistakes or failures which saw men such as Jimmy Savile and Cyril Smith MP go unprosecuted when there was clear and extensive evidence of paedophile activity over several decades.

In the course of the Mail’s own investigations this week, further new allegations of sexual abuse and possible official cover-up concerning Sir Edward have come to light. They centre on his relationship with the European Community Youth Orchestra.

A retired senior police officer, who served with several southern forces including Wiltshire, told the Mail that there were ‘always rumours’ about Heath, the former MP for Bexley.

The policeman — a widely respected officer with a distinguished career — asked that due to the sensitivities of the Heath investigations, he remain anonymous. He told us that the rumours did not come with any specific evidence against the former PM.

But he went on: ‘The exception were several allegations made against him in his role with the European Youth Orchestra. I understand there were credible claims that Heath indecently assaulted young people on tours to the Continent which he was leading.

‘These tours took place in the late 1970s or early 1980s.

‘It was never clear how old the victims were, or exactly what happened, and what was alleged was not at the top end of the scale of criminality.

‘Why these were never investigated I cannot say. I suspect it is because they took place overseas and the victims were from other countries.’

As Heath, the son of a carpenter, rose through the ranks of the Tory Party on the way to becoming leader, the prickly and enigmatic bachelor became the subject of gossip concerning his private life and sexual orientation. In his 1998 autobiography, The Course Of My Life, Heath intimated that he had once been close to a young woman called Kay Raven. Separated by war service and work, he explained, she suddenly announced that she was marrying someone else.

Heath wrote: ‘I was saddened by this … I had taken too much for granted.’

This was the only suggestion of a close personal relationship.

Others believed that he was in fact homosexual but had suppressed his inclinations in order to advance his career, given that homosexual acts between two consenting adult men over the age of 21 were only decriminalised in 1967.

By then Heath had turned 50 years of age, had been an MP for 17 years and Leader of the Opposition for two. Britain was not ready for an openly gay MP, let alone prime minister.

A 1993 biography, published while Heath was alive, explored the subject but decided there was no ‘positive evidence’ that Heath was gay.

After his death, others were bolder. In 2007, Brian Colemen, a gay Tory member of the London Assembly, alleged that in the 1950s Heath had been warned by police to stop picking up men in public lavatories, though he did not produce evidence to support the allegation.

Yet Heath’s official biographer, Philip Ziegler, wrote that he found there was no evidence of homosexual leanings. In fact, the politician could well have been ‘asexual’.

What is not disputed is Heath’s love of music. Critics said that his attempts to master playing the organ and conducting an orchestra betrayed his chilly self-importance. (Two of his eight Desert Island disc choices were recordings of his own conducting, and when on an official visit to Rome, he gave as a present to the Pope recordings of himself with the London Symphony Orchestra.)

After losing power in 1974, Heath continued to explore ways of combining his politics with his music. The solution came in the form of the Youth Orchestra, which was first mooted in 1976. ‘I had long felt the need for the Community to extend its activities beyond political and commercial affairs,’ he wrote in his autobiography. ‘This is possible with music because it is a single common language.’

Auditions were held in the autumn of 1977, with Heath on the panel of judges. More than 1,000 young Britons aged between 13 and 22 applied for a place. In the end, they made up almost one-third of the complement of the first orchestra.

At each concert in that first tour, Heath conducted the overture, which consisted of the national anthem of the host country and the anthem of Europe, Ode To Joy.

So could he have assaulted some of the young musicians, as the former police officer suggested this week?

The Mail has contacted a number of British former members of the early orchestra, none of whom recalled being aware of anything untoward involving their famous conductor.

One violinist who joined at its inception described Heath as a remote figure whose Special Branch protection officers discouraged the young musicians from approaching him off stage.

Of course, Heath being a very private man did not mean he was necessarily hiding an outrageous secret. Nor did being gay mean that he had a predilection for underage boys. Indeed, much of what has been alleged this week is questionable in the extreme. But that is not to say there may not be some truth in some of the allegations.

Former Fleet Street journalist Alun Rees, who spent 20 years investigating the PIE, told this newspaper that Heath’s name had appeared in a dossier of Westminster paedophiles compiled by the controversial Tory MP Geoffrey Dickens, who made a number of allegations about sex abuse among the political elite during the 1980s.

Meanwhile, award-winning local journalist Don Hale, long-time editor of the Bury Messenger, says that he was approached in 1984 by Labour Party grandee and child protection campaigner Barbara Castle, with what he understood to be a feature from the Magpie magazine published by the PIE group.

It was, he told us this week, ‘about Heath offering weekend trips for boys from Jersey on his yacht. Heath had a number of racing craft named Morning Cloud.

‘She deliberately showed me this and asked what I thought. I was a little confused and asked her “You don’t mean [this is true]?” — and she nodded, and said yes.’

Again, not conclusive.

Heath took up competitive yachting in the mid-Sixties, on the advice of Tory image-makers who wanted him to have public interests which went beyond classical music.

As the Mail reported this week, the timeline of his involvement with sailing undermines the claims of the man previously mentioned who says he was raped in 1961 by Heath in a London flat in which yachting pictures were hung on the walls. Heath did not take up the sport until years after the alleged rape.

A public inquiry into historic abuse of children within the island’s residential care system began last year. A police investigation had recorded 553 alleged offences, more than half of which were committed at Haut de la Garenne Children’s Home.

The internet is now awash with sensational allegations that Heath invited boys from Haut de la Garenne for pleasure trips on his boat. Once aboard, they were abused and, the more outre accusers say, murdered and their bodies thrown overboard.

Yesterday’s Daily Mirror carried a report about a woman named Linda Corby, who claims that in the early 1970s she saw 11 boys aged between six and 11 — from the notorious Haut de la Garenne home — board Heath’s yacht, but that when they returned hours later from a sailing trip, only ten children disembarked.

Ms Corby, an author, claimed that when she went to the police to make a statement a few days later, along with a local politician who had also been a witness, officers told her ‘someone above’ had told them not to investigate.

It is not clear if there is any independent evidence to back up her claim.

One person who could not be relied upon to give truthful evidence is the woman who sparked this week’s furore, the former Salisbury brothel keeper ‘Madame Ling-Ling’, who is alleged to have threatened to expose the former prime minister as a paedophile — a suggestion she denies.

Yesterday, Myra Ling-Ling Forde — aka Madame Ling-Ling — confirmed she was due to be interviewed by Scotland Yard detectives. Speaking outside her flat in North-West London, she went on to claim that she had a cache of papers containing ‘all the names’ which she would make available to investigators.

The 67-year-old initially said she had been told not to speak about the scandal.

She continued: ‘I was told strictly by my solicitor, because I can’t — I am going to be interviewed by Scotland Yard.’

Asked if the interview was in connection with the Ted Heath probe, she replied: ‘Yes.’

‘They will know everything because of the papers’, she continued. ‘Not newspapers. Papers from the trial. I have them all in a pile, a pile of papers from when I went to court. All the names and everything.’

One is minded to believe that when she was facing trial in 1992, she brought the rough and ready survival instincts of the Manila back streets from which she emerged to bear on a sleepy English cathedral city and a famous man who had long been a target of rumour. And yet now those rumours won’t go away.

A few days ago, a second retired police officer contacted this newspaper. Though because of the sensitive nature of the unfolding investigation he did not want to be named, he recalled being at a CID course at the Hendon police college in June 1978 — the time that Heath was embarking on the first youth orchestra tour.

His class was being addressed by a lawyer from the office of the Director of Public Prosecutions (then Sir Thomas Hetherington).

The speaker having invited questions from the floor, one officer, known to be a detective sergeant in Special Branch — the police arm of the security services — stood up and asked: ‘As we have a file on Edward Heath, why hasn’t he been prosecuted for young boys?’

The man from the DPP hastily ducked the question, the former detective recalls.

This week, the questions about Sir Edward Heath came thick and fast. Yet it should be reiterated that nothing which has yet been unearthed amounts to solid evidence that the former Tory leader committed any offences whatsoever.

Now, with seven police forces investigating historic claims, we must wait to see what other allegations will be levelled against this enigmatic man.

The police force facing a corruption probe over its handling of child sex abuse claims involving former Prime Minister Edward Heath has been appointed to oversee investigations into allegations against him.

Wiltshire Police will lead an investigation involving at least seven forces carrying out inquiries linked to abuse claims against the late politician.

But just last week Wiltshire Police was at the centre of the revelations which led to Sir Edward becoming the highest profile figure to be embroiled in historic paedophile allegations.

The force is being investigated over claims that a prosecution was shelved after a threat was made to expose the former politician.

Officers in the county, which is led by chief constable Mike Veale, will work with colleagues around Britain to establish a ‘national investigative strategy’.

A single senior investigating officer – likely to be from Wiltshire – will also be appointed, it is understood.

The force said it will lead on the ‘national oversight and coordination of any investigations into Sir Edward Heath’.

Operation Hydrant, a national hub coordinating inquiries into historical abuse, has been liaising with forces which received information concerning Sir Edward.

A Wiltshire Police spokesman said: ‘This decision has been taken following consultation between Operation Hydrant and affected forces and is based on operational considerations.

‘The appointment of a lead force is to ensure that a consistent approach is adopted across the police forces concerned and to avoid duplication.

‘Wiltshire Police will now be working with the respective forces to establish an appropriate national investigative strategy and supporting structure.

‘Due to the complexities of this task it is anticipated that this will take a number of weeks to finalise. One of the first tasks will be to assess the new information that has been received following the appeals for information made last week.’

The Independent Police Complaints Commission (IPCC) is also looking into whether Wiltshire Police subsequently followed up the claim against Sir Edward, which was allegedly made in the 1990s.

Asked if it was appropriate for the force to have the role at the same time as the watchdog’s inquiry, a spokeswoman said: ‘The IPCC investigation into matters that occurred in the 1990s is entirely independent of Wiltshire Police.

‘Allegations of previous failures in the 1990s are being independently investigated by the IPCC.

‘We are confident that we now investigate abuse to a very high standard and are committed to investigating these allegations fully without fear or favour.

MP John Mann backed the decision. He said: ‘I’m happy with it – having one police force running the investigation is what is needed.’

His view was echoed by Labour colleague Simon Danczuk.

He said: ‘I think there is a view that the Metropolitan Police should lead on it but I am not sure why that is the case.’

MP Tom Watson said the news was welcome but questioned why it has ‘taken so long’.

He said: ‘The ad hoc approach to these complex cases means it is more likely that intelligence is not properly acted upon and undermines public confidence in continuing enquiries.’

After the IPCC investigation was announced, Wiltshire Police immediately appealed for potential victims and others with information to come forward.

In the days that followed, it emerged that detectives in Kent, Jersey, Hampshire, London, Gloucestershire and Thames Valley are also carrying out inquiries linked to allegations against Sir Edward.

Former brothel keeper Myra Ling-Ling Forde, 67, was named in reports as the person who had escaped prosecution after saying they would ‘expose’ Sir Edward.

However, in a statement Forde’s former lawyer said she wanted to make clear that she had no involvement with the former PM, did not threaten to expose him as a client and had ‘no knowledge of any misconduct on his part’.

The mystery deepened when the prosecuting barrister at the time said claims against Sir Edward played no part in the decision to drop the case in question in the early 1990s.

It did not proceed because of a lack of evidence, Judge Nigel Seed QC said.

Former friends and colleagues of Sir Edward rallied to defend his reputation.

The Sir Edward Heath Charitable Foundation said: ‘We welcome the investigation by Wiltshire Police, which we wholeheartedly believe will clear Sir Edward’s name and we will co-operate fully with the police in their inquiries.’

Sir Edward, who led the Conservative government between 1970 and 1974, died at home in Salisbury aged 89 in July 2005.

1990s: A retired ‘very senior’ officer raises concerns that a criminal trial was derailed in the 1990s to protect the former Tory leader Sir Edward Heath.

A woman who was in charge of a brothel had been due to stand trial but said she would expose the MP and a child abuser.

It is claimed that top brass then intervened to make her case ‘disappear’ and it is believed that Ted Heath was not even visited, questioned or arrested. His Salisbury home was not searched.

A ‘respected’ retired senior Wiltshire Police officer, who worked with the whistleblower, said he was sure the allegations made by his former colleague were true.

The officer, who was at the heart of some of the force’s most sensitive inquiries in the 1990s, told the Daily Mail: ‘I have no doubt that the allegation that a prosecution was stopped in suspicious circumstances, because of a potential link to Sir Edward, is true.’

July 2005: SIr Edward Heath dies at his home in Salisbury of pneumonia. He was cremated on July 25 at a funeral service attended by 1,500 people.

2012: Labour MP Tom Watson, who helped expose claims of an Establishment cover-up to protect VIP paedophiles, says he was approached with allegations about Sir Edward.

He claims to have handed them to police, but it is unclear what officers did with that information.

He said: ‘I received information in 2012 concerning allegations of child abuse carried out by Edward Heath and a separate claim concerning Heath was made to me subsequently. I passed them both to the police, who have confirmed to me that at least one of those allegations is being investigated and taken seriously.’

Operation Fairbank was launched in 2012 to look into claims that there was a paedophile ring with links to government in response to information passed on by Mr Watson.

Fairbank has since spawned more inquiries, including Operation Midland, which is investigating claims of a VIP paedophile ring in Westminster in the 1970s and 80s involved in the murder of three boys; Fernbridge, which is looking at claims linked to the Elm Guest House in Barnes, south west London, in the 1980s; and Cayacos, which is investigating historic cases linked to the Paedophile Information Exchange.

October 2014: Scotland Yard sources say that this is when detectives may have received a complaint about Sir Edward Heath linking to the VIP paedophile ring formed in Westminster.

A year earlier the Met started seriously probing claims that VIPs – including former ministers, police and people linked to royal household – abused children at Elm Guest House in south-west London in the 1980s and in Dolphin House from the 1970s.

It was sparked after Sir Cyril Smith was named as a paedophile in Parliament and it emerged four chances to prosecute him before his death were missed. Also 114 files relating to historical allegations of child sex abuse, 1979 to 1999, disappeared from the Home Office, increasing suspicion of a cover up.

June 2015: Jersey Police launch Operation Whistle to investigate child abuse claims on the island and say they believe it involved 13 celebrities, politicians and sports stars.

Detectives revealed that the prominent figures who are alive, who are still ‘well known’, will be quizzed ‘imminently’ into allegations of institutionalised sex offences on the Channel island.

Their identities have not been revealed but police have said that 13 of the 45 suspects are public figures, including media personalities, politicians and sports people and they will be questioned as part of Operation Whistle.

It now appears that Sir Ted Heath is among the suspects. A dossier is said to suggest he would take vulnerable boys out on his yacht.

Former Kincora boy Richard Kerr has finally identified several establishment figures as people who helped to cover up a paedophile network of VIPs.

He picked out from photographs a series of men connected with intelligence, military, and politics – and even the royal family. Some he identified as paedophiles themselves.

Exaro has been able to test the plausibility of Kerr’s explosive claims with a credible former intelligence officer, who spoke on condition of anonymity, and other sources.

Among those who were part of the cover-up of a paedophile network linked to Kincora boys’ home in Belfast, Northern Ireland, according to Kerr, were:

  • Lord Mountbatten, a cousin of the Queen, great-uncle to Prince Charles, chief of the defence staff from 1959 to 1965, murdered by the IRA in 1979;
  • Sir Maurice Oldfield, director of the Secret Intelligence Service, better known as MI6;
  • Sir Anthony Blunt, master of the Queen’s pictures, former officer in the Security Service, or MI5, who became a Russian spy;
  • Sir Knox Cunningham, Unionist/Ulster Unionist MP, parliamentary private secretary to Harold Macmillan as prime minister, and member of the Conservative party’s national executive committee 1959-66.

Kerr, who has been speaking to Exaro since August 2013, said previously that he was too scared to name names. Asked for his reaction to people who disbelieve his claims, Kerr said: “I am not here to try to prove it to them. I am here to tell what happened to me, and I know what happened to me, and I know what happened to those other boys.”

Kerr has given a revealing interview to a current-affairs programme in Australia, 60 Minutes. Exaro helped 60 Minutes to make the half-hour film on the ‘Westminster paedophile network’.

The programme is expected to show on Sunday night (local time) some of the dramatic sequences where Kerr identifies powerful men as part of the Kincora cover-up.

During the interview with the programme’s Ross Coulthart, Kerr also picks out other powerful people as members of the paedophile network who sexually abused him while he was a Kincora boy:

  • Sir Peter Hayman, deputy director of MI6, previously the UK’s high commissioner to Canada;
  • Sir Nicholas Fairbairn, Conservative MP, solicitor general in Scotland;
  • Sir Cyril Smith, Liberal MP, who, says Kerr, assaulted him in Manchester.

All the men named are dead, but Kerr remained fearful about identifying them. Kerr agreed to identify the men on camera, but was unwilling to say any more about some of them.

An intelligence source told Exaro that Mountbatten mixed with paedophiles who went to parties in the Republic of Ireland.

Mountbatten is also understood to have visited Kincora, although why remains unclear.

Kerr tells 60 Minutes that he walked in on a meeting at Kincora between Oldfield and Joseph Mains, the warden at the children’s home. He says that Mains immediately and forcefully ordered him out of the room.

Mains was subsequently, in 1981, jailed for six years for sexual offences against boys.

Kerr did not know at the time who Oldfield was, he says, and does not suggest that he abused Kincora boys.

Kerr says that he recognised Blunt from his time at Kincora as one of a group of three men. The other two men sexually abused him as a boy, he says, although Blunt did not.

The intelligence source told Exaro that Blunt frequented Northern Ireland’s gay scene, while enjoying immunity from prosecution for spying for Russia.

In 2012, Exaro named Blunt as having gone to Elm Guest House, the notorious paedophile brothel in south-west London.

Kerr identified Cunningham from the pictures, but says that his lawyer had advised him not to speak about certain people.

According to the intelligence source, Cunningham helped to fund Tara, a paramilitary-style group of Protestants.

Its leader, William McGrath, a house master at Kincora and allegedly an MI5 agent, was jailed for four years for sexually assaulting boys at the children’s home.

Meanwhile, next week sees the start of a trial at the Old Bailey of an actor, Ben Fellows, who is accused of falsely alleging sexual assault by Kenneth Clarke, Conservative MP and former cabinet minister.
