The ‘degrading behaviour’ of a rapist police officer went unchallenged because colleagues said it was ‘just Wayne being Wayne’, a damning report has found.

Wayne Scott, a former officer with Cleveland Police, was jailed for 19 years in 2013 after being convicted of a string of sex offences, including eight rapes and two sexual assaults against a child.

Now an internal investigation into the police’s handling of the case has revealed the extent of the 38-year-old’s shocking conduct during his ten-year career with the force.

The report described how he made sexual advances towards colleagues, spoke openly about his sex life and also received ‘love letters’ from girls as young as 10.

The highly-critical investigation also revealed how Scott demanded sex from vulnerable offenders and even played what he called ‘the rape game’ with fellow officers.

But the report – which uncovered eight more of Scott’s alleged victims – found the force had a ‘prevailing culture of indifference’ towards the offender and failed to act on 16 ‘red flag’ warning signs which showed that he was dangerous.

Today, Cleveland Police apologised to victims for its ‘unacceptable’ failings in allowing Scott’s behaviour to ‘flourish’ while he served as an officer.

Deputy Chief Constable Iain Spittal said the case is an example of ‘where we didn’t get it right’.

‘It’s clear from the findings that officers and staff felt unable or unwilling to report or challenge his sexual remarks and degrading behaviour at work, that it was ‘just Wayne being Wayne’,’ he said.

‘Where incidents were reported, we recognise and accept that red flags were missed and the organisation dealt with cases in isolation, rather than joining the dots.’

The report found Scott would boast to colleagues about a ‘s******* phone’ he kept in a locker at work – which he used to contact his ‘girlfriends’ – before showing workmates ‘inappropriate images’.

It also found he had sex with a woman – known only as ‘subject nine’ – while on duty, including at the neighbourhood police office and in the back of a police van.

Scott would also carry out checks on vulnerable females for no apparent reason and would speak openly with colleagues about his sexual fantasies, the report found.

While on shift, Scott would even drop in at his mother’s home to use a dating website, through which where he would arrange to have sex with other woman.

In one of the few incidents where he was reported, Scott had received love letters from three 10-year-old girls who revealed that he had cuddled them and taken them to Seaton Carew for ice cream – an incident which was not fully investigated.

Alarmingly, the convicted rapist would even play a so-called ‘rape game’ – sometimes with fellow officers – during which he would ask women if they were ‘interested in him’.

It was also found that he used the force’s computer system to access sensitive information which he later disclosed to a private landlord, something for which he only received a written warning.

The investigation found it was likely that Scott’s sex crimes ‘would have occurred irrespective of whether Scott’s behaviour had been challenged’ as these offences occurred off duty – one after he was sacked.

But the 208-page report found some of his offending may have been prevented if colleagues had picked up some of his ‘red flag’ behaviour.

Yet, a number of colleagues passed off his behaviour as ‘Wayne being Wayne’ and many had ‘an unwillingness to challenge or report his actions’, it said.

It added that other colleagues, a number of whom were victims, were too intimidated to challenge Scott or make their seniors aware.

Because of this reluctance to report him, there was ‘never an overarching intelligence picture pulled together to identify the danger Scott presented,’ the probe found.

It said: ‘Scott’s inappropriate sexualised behaviour was allowed to flourish throughout his career within Cleveland Police whilst posted to both Hartlepool and Stockton.

‘This appears to have been for a number of reasons, which included indifference on the part of some colleagues, who either thought he was a joke or did not like him.

‘Other colleagues, some of whom were victims, found him manipulative and intimidating and were not prepared to challenge him or notify supervisors.’

Scott joined Cleveland Police in August 2002 and was posted to a response team at Hartlepool before moving to the Neighbourhood Policing Team in 2006.

It emerged that, in 2003, Scott sexually assaulted a woman in Hartlepool when he touched her around her face and body, including her breast.

Scott was made the subject of continuous assessment after a mediation meeting between him and the victim.

The sergeant who dealt with the matter told the investigation how he had only been told Scott had touched her face and made inappropriate comments.

Scott was also accused of rubbing his hand up and down another woman’s thigh while driving her in a police vehicle in 2007, the report revealed.

In 2007 and 2008, colleagues became aware of eight love letters Scott received from three young girls who said they were in love with him.

The investigation found Scott’s supervising sergeant warned him to stay away from the girls, but that he should have investigated it more fully.

The report stated: ‘He (Scott) was seen to read the letters out to other members of staff and kept them in a box as he appeared proud of them.’

It added: ‘It is apparent that whilst the young girls were not subjected to any offences by Scott, his relationship with them was totally inappropriate.’

In 2013, Scott was jailed for 10 offences of rape, two of inciting a child to engage in sexual activity, one of sexual touching and two offences of common assault against three victims, which Newcastle Crown Court heard took place over a ten-year period.

Scott had pleaded guilty to most of the offences but went on trial after pleading not guilty to one of the rape offences and the attempted rape. A jury found him guilty of both.

The court heard Scott, from Stockton, who was married, offered money to a teenage girl in exchange for sex as well as sexually assaulting her.

After one sickening rape on one of his other victims he posted a status on his Facebook page stating: ‘Think today is going to be a good day’ followed by a smiley face.

A further nine alleged victims of Scott were initially identified, but their cases did not make it to court for various reasons, including strength of evidence and reliability of witnesses.

Jailing him, the judge described him as ‘manipulative, domineering and controlling’.

But the report detailed further alleged victims of serious sexual offences in relation to Scott’s time working for the force.

After he was moved to Stockton in 2008, a woman alleged he violently raped her in an interview room, but did not want to take it further.

The report added: ‘The red flags should have acted as an alert to allow an individual of concern (in this case Scott) to be identified and tracked by the organisation.’

Scott was finally dismissed from the force after a Misconduct Hearing in October 2012.

The report, written by the force’s Detective Chief Superintendent Peter McPhillips under the supervision of the Independent Police Complaints Commission, recommended all staff within the force should be briefed about the case.

It made 15 recommendations to the Cleveland force, including better monitoring of officers who have regular contact with vulnerable women, particularly sex workers and victims of domestic violence.

The report recommended that all 578 female members of its 1400-strong staff are interviewed, to see if they are being subjected to unacceptable language or behaviour, and that misconduct charges should be brought against three officers.

Cleveland’s Police and Crime Commissioner Barry Coppinger said while the force has already made changes since Scott’s conviction, there is more to be done.

He said: ‘It is vital that Cleveland Police implements the recommendations from the report as swiftly as possible. Whilst it’s clear that those now leading the organisation have already made significant changes, the force as a whole needs to learn from past mistakes in how Scott’s behaviour was dealt with.

It is completely unacceptable that his disgusting behaviour went unchallenged for so long.’
